As of 12:01 I this morning, it's time to take notice. As the shake-up begins to settle in over the coming days, you will have questions. And, like they say on those electronic store ads, we've i got answers: Q. Why did this happen? A.

Rupert Murdoch, the billionaire owner of Fox Broadcasting, set it in motion this summer when he went looking for little numbers as in TV dial positions between 2 and 13, occupied by powerful, established VHF television stations in markets across America. Because Fox came late to the TV game, Murdoch found those channels generally were not available, having been tied up by ABC, NBC and CBS long ago. Fox was forced to settle for weaker UHF affiliates (channels between 14 and 83, like Detroit's Channel 50), which placed the network at a competitive disadvantage. So Murdoch shook the broadcasting world with a bold deal: He plunked down $500 million for a 20 percent stake in New World Communications, an Atlanta-based firm that owns TV stations in several cities including Channel 2 in Detroit. In return for the investment, New World agreed to turn its stations into Fox affiliates.

Q. So Fox bought CBS? A. No. CBS and Channel 2 had been together almost 40 years, but they are not one and the same. REGION SUN.

While networks do own stations in some cities, most stations simply have exclusive agreements to carry one network's programing in a market like a distributor who deals in only one product line and receive financial compensation from that network for doing so. When Murdoch made his deal with New World, Channel 2 had to notify CBS that it was breaking their affiliation.

CBS held WJBK to an escape clause in their contract that required a specific waiting period following formal notice of termination. These changes are taking place today because it's the first day after the end of the waiting period. Meanwhile, Fox notified its original Detroit affiliate, Channel 50, that it would be taking its prime-time programing off the station as soon as Channel 2 became available. Q. What's going to happen to my CBS soap operas? A.

The CBS daytime lineup is transferring intact from Channel 2 to Channel 62. Same times, different station. But not all daytime shows previously seen on Channel 2 are CBS shows; some are syndicated series, such as Geraldo. Those shows will stay with Channel 2. Q.

And those Fox Children's Network shows, like X-Men and Mighty Morphin Power Rangers? A. This is tricky. Because Fox treats its entertainment and children's networks as separate entities, Channel 2 was compelled to become the new Fox prime-time affiliate, but could (and did) refuse to pick up Fox's kids' programing. So, Channel 50 elected to keep the Fox daytime shows it had been airing all along. Q.

What happens to hip local programs like The New Dance Show and some of the religious programing on Channel 62? And what about the ethnic programs? 41 14 windy Orlando 78 65 ptcldy Des Moines 30 10 ptcldy Phila. 44 40 windy Duluth 22 10 ptcldy Phoenix 1 60 37 fair El Paso 54 35 cloudy Pittsburgh 50 35 snow Evansville 48 36 sunny Portland.Me. 37 33 rain Fargo 28 13 cloudy Portland.Or. 44 33 rain Flagstaff 35 15 fair Providence 41 39 windy Great Falls 28 7 windy Raleigh 49 46 windy Green Bay 33 18 ptcldy Rapid City 39 15 ptcldy Helena 33 5 cloudy Reno 46 20 cloudy Hartford 35 32 windy Richmond 52 48 ptcldy Honolulu 83 71 ptcldy Rochester 38 28 snow Houston 68 44 ptcldy Sacramento 50 na ptcldy Jackson 69 63 sunny St. Louis 41 33 sunny Jacksonville 68 61 cloudy Salt Lk City 30 19 snow Kansas City 34 20 sunny San Antonio 70 42 ptcldy Las Vegas 50 28 sunny San Diego 63 44 sunny Little Rock 46 38 ptcldy S.Francisco 56 41 ptcldy Los Angeles 72 50 sunny Savannah 69 54 windy Louisville 52 38 ptcldy Seattle 45 40 rain Memphis 62 41 sunny Shreveport 65 44 sunny Miami Bch 83 73 ptcldy Sioux Falls 22 0 ptcldy Milwaukee 35 16 ptcldy Spokane 32 21 cloudy Mpls-StPI 26 12 ptcldy Syracuse 37 30 snow Mobile 75 65 ptcldy Tampa 84 68 cloudy Nashville 63 44 sunny Toledo 36 32 sunny N.Orleans 81 68 sunny Topeka 37 23 ptcldy New York 45 41 ptcldy Tucson 59 33 fair Norfolk.Va.

Say goodbye to many of them. The New Dance Show, unfortunately, will not enjoy the same life span as American Bandstand. It'll be scrapped. The Arab American Television Program did its last show Saturday night.

CBS offered hostproducer Faisal Arabo 30 minutes early on Saturday morning. Arabo, whose previous deal with Channel 62 had him buying time from the station on Saturday nights and then peddling ad time to make a profit, didn't go for the CBS deal. Arabo could have had free time on Channel 62, but he couldn't have sold ads for it. Some of the religious programs remain, and will be seen early on Saturday and Sunday mornings. The casualty we've been weeping over is Streets of San Francisco.

It'll air in the middle of the night, then go away permanently before the end of the year. Q. Does Channel 62 have a local newscast? A. Not yet. CBS officials have been so busy juicing up the signal and getting the station in shape for today's switch that they haven't thought much about it.

But they expect to have a local newscast by next summer, or fall at the latest. Q. How can I get a job with Channel 62? A.
