home. He was 88. A New York City native, he moved to Detroit with his family when he was 16. He graduated from the University of Detroit and worked briefly in accounting before becoming an ad man. His career was interrupted by World War II.

He investigated military plane crashes in the United States as a member of the Army Counter Intelligence Corps. After the war, Mr. Hower returned to advertising and helped start W.B. Doner in Southfield. His family said he was the firm's last surviving original partner.

"He always loved to write," said his daughter, Dale Hower. His nephew, Bruce Schlussel, said Mr. Hower's accounts included Studebakr: STP and E-Z Pop Popcorn. He also coined slogans like "Manufacturers, that's my bank," and "If you read the News, you'll know." After retiring from Doner 25 years ago, Mr. Hower became a marketing consultant and helped his daughter build houses in Aspen, Colo.

A licensed pilot who loved adventure, Mr. Hower was also a devoted father and grandfather and a sculptor, which, Dale Hower said, was "the thing that brought him the most pleasure later in life." Mr. Hower also belonged to the Tam O'Shanter Country Club in West Bloomfield and was active in the Adcraft Club, a professional organization for members of the advertising industry. In addition to his daughter and nephew, survivors include his wife of 58 years, Roslyn, and two grandchildren. Mr.

Hower was buried in the Beth Abraham Cemetery in Ferndale. linas, the brother of former Mexican President Carlos Salinas de Gortari. In March 1995, Mr. Ruiz Massieu fled to the United States and was arrested as he tried to fly out of Newark International Airport. He failed to declare all of the $46,000 in cash he carried.

He had been under house arrest since 1996 while U.S. courts rejected four attempts by Mexican authorities to extradite him. John White Sr. Black Political Forum founder PHILADELPHIA John White 75, considered dean of African-American politics in Philadelphia and a strategist in the former mayoral campaign of his son, John F. White died Wednesday.

Mr. White played a key role in the Philadelphia political scene for more than three decades. He founded the Black Political Forum in 1968. DEATHS ELSEWHERE Mario Ruiz Massieu Former prosecutor in Mexico MEXICO CITY Mario Ruiz Massieu, 48, who fell from the top echelon of Mexico's justice system, died Wednesday at his Palisades Park, N.J., home in an apparent suicide, authorities said. Mr.

Ruiz Massieu had asserted he was the victim of a political persecution in Mexico where, he said, "the demons are on a rampage." A former ambassador to Denmark, he was the country's top drug prosecutor in 1994 when his brother, the No. 2 man in Mexico's powerful Institutional Revolutionary Party, was gunned down shortly before he was to become congressional majority leader. Mr. Ruiz Massieu was named to lead the probe of the killing but resigned a month later. He was accused of trying to protect the man ultimately convicted of masterminding the slaying Raul Sa.
