ORTIZ Free Press Education Writer Detroit school board chairman Freman Hendrix has said improving schools quickly will mean changing old ways of doing business. That's why Hendrix on Monday said one of the board's top priorities will be to attack the district's balky in-house repair service. Hendrix said the newly appointed school board, which meets for the first time Wednesday, will consider laying off roughly 520 trades workers, largely because of widespread complaints that repairs are done too slowly. Hendrix said he has heard from principals, teachers and school engineers about the schools' poor condition.

"There have 1 to be better ways of delivering services," he said. One idea would allow principals to seek private contactors to repair doors, toilets or whatever school board tradespeople needs fixing, he said. Hendrix said the district would save money by not having to employ trades workers full time. The plan would give principals greater leeway in choosing contractors and more money in their building repair budgets. Working with contractors is nothing new to the principals.

Anthony Byk, principal of McGregor Elementary School, said he needed one thing to get repairs done quickly: "Money. That's the No. 1 thing," he said. This year, Byk has used $3,000 in emergency funds to fix backed-up toilets and buy heating system parts. Keeping on top of his school's physical condition adds to his workload, Byk said, but it may mean a cleaner, safer school.

OBITUARIES Willard Koths: Prominent in Taylor business, politics BY NIRAJ WARIKOO Free Press Staff Writer Willard A. Koths, a pillar of Taylor's business and political communities, died Sunday of kidney failure at Henry Ford Wyandotte Hospital. He was 84.

Mr. Koths was supervisor of Taylor Township from 1940 to 1945, and in 1946 opened Koths Colonial House, which was known for its chicken dinners. Koths was born in Detroit and graduated from Dearborn High School. He was elected treasurer of Taylor Township in 1938 at the age of 22 and supervisor at 24. During his tenure, central offices and the Taylor water and sewage system were created.

"He had a real bubbly personality," said Donald Zub, former Taylor mayor. "He was a real downto-earth, pious fellow, soft-spoken. You could never get him to be angry, cuss, or be nasty. He was a real beautiful human being." During World War II, he helped lead Taylor's support of the war effort with scrap drives, bond sales and the funding of air raid warning systems. In 1946, he and his wife started Koths Colonial House.

Leslie Andrews Sanders Retired bank executive Leslie Andrews Sanders, 64, retired assistant vice president of loan review at National Bank of Detroit, died Thursday of cancer at Bon Secours Hospital in Grosse Pointe. Mr. Sanders was born in Cleveland, graduated from Oberlin College and received his MBA from Ohio State University in 1962. He started at National Bank in the credit review department and helped determine who would get loans.

"He was good at details and numbers," said his daughter, Laura Myers. Mr. Sanders played organ for about 30 years at Grosse Pointe Memorial Church in Grosse Pointe Farms. "He just really loved music," said Leslie his daughter. Sanders "He played to praise God and to express a part of himself." Other survivors include his wife, Sylvia; son, Kirk; two grandchildren, and his mother, Marjorie Sanders.

"It was known as Little Frankenmuth's," said Judge Anthony Nicita of 23rd District Court, referring to the popular upstate tourist destination. "I remember fondly taking my children there for dinners." A motel was added to the restaurant in 1964. The business was sold in the late 1970s. Mr. Koths also served on the Wayne County Board of Supervisors, on the social services board and the child redevelopment commission.

In 1975, he served as vice president and in 1977 was president of St. Paul United Church of Christ in Taylor. "He was a real solid member of the community," Zub said. Survivors include his wife, Rachel Koths; daughters Marilyn Kalandek, Della Buszka, Carole Mead and Rachel Spece; son, Willard II; one sister; one brother; 13 grandchildren, and nine greatgrandchildren. Visitation will be 2-5 and 7-9 p.m.

Margaret Kluwe Nonagenarian liked to cook Margaret Kluwe, 98, who enjoyed cooking and playing cards, died Saturday at Hope Nursing Home in Westland. Mrs. Kluwe was born Margaret Diehl in Detroit and attended school until the eighth grade.

She moved to Dearborn in 1942 and to Canton Township in 1992. "She was always baking and cooking," said her daughter, Nancy Bulmer. "She used to make this strawberry meringue cake rich but wonderful. It was kind of her specialty." She also enjoyed playing pinochle with friends and family. She was active in St.

Michael Lutheran Church in Canton Township, St. Paul Lutheran Church in Dearborn, and the Order of Eastern Star, Findlater chapter, in Detroit. Other survivors include her son, George Kluwe eight grandchildren; 15 great-grandchildren, and a great-great-grandchild. Visitation will be 10 a.m. today until the 10:30 a.m.
