"I always looked forward to reading his columns," said the newspaper's editor, Mary Geddes, recalling his knack for detail about the city's history. He had published several poems in books put out by national poet societies and wrote a genealogical history of his family in 1994. "He worked on it for a year and a half and distributed it to each family member," said his sister, Noralie Steele. "It was a couple of hundred pages and it's absolutely done to perfection." Mr. Scott also is survived by his David; a stepdaughter, Helene Constantine; a brother, and three grandchildren.

That is the hope of State Rep. Larry DeVuyst, R-Ithaca, who last week introduced legislation to authorize roadkill cleanup specialty license plates. Money from the plates would be used for the pickup and disposal of the remains of animals killed by moving vehicles. Roadkill is a significant problem in many rural areas, a DeVuyst aide said Tuesday. "Road commissions try to clean some of it.

But normally it just sort of lies there," she said. No design for the proposed plate has been selected. But it will contain the likeness of a live (not flattened) white tailed deer. By Jacquelynn Boyle Lansing Senate seeks billboard limits Legislation to limit new billboards in Michigan and to ban signs that advertise tobacco products was announced Tuesday by majority Republicans in the state Senate. But even they acknowledged the bills would do little to erase the array of billboards on Michigan roads. "I'm willing to go farther," said Senate Majority Leader Dick Posthumus, R-Alto, who said the bills were all can do at this point in time." Sen. Macapagal, 86, the president who introduced the Philippines' first tentative land-reform law, died Monday in the Philippines. Mr. Macapagal, the country's fifth president, was defeated in 1965 by Ferdinand Marcos, whose authoritarian rule lasted 20 years. In 1963, his government passed a land-reform actthat said having landless peasants was "contrary to public policy and shall be abolished." Andres Rodriguez, 73, the former president who ousted Paraguay's dictator in a 1989 coup and steered the country back to democracy, died Monday in Asuncion, Paraguay. Mr.
