Funeral ser vice Fndav 11:30 a at John Santelu Son Funeral Home 1139 The Federal Communications Commission has approved a new tow-'. er and transmitter complex for CBS-owned WWJ-TV (Channel 62), a project that is expected to cost at least $11 million and improve the quality of the Detroit station's signal fivefold. WWJ-TV general manager Jay Newman said Tuesday that the project, when completed by mid-1998 will allow the station to "dramatically improve delivery of our programming." He said viewers in outlying metro Detroit will finally view the station and viewers within the metro area will be provided with a much better picture. The tower project is "the next logical step in our growth pattern," Newman said, to improve the station's competitive position in the De-: troit marketplace. Newman has said signal improvement was a key step in fortifying the station, along with programming improvements.

It has been an active bidder for key syndicated material. CBS was forced to acquire and rebuild the former WGPR-TV in 1994 when longtime affiliate WJBK-TV (Channel 2) switched to FOX. Newman said WWJ will build on a site in Oak Park, an area where several Detroit broadcast stations already have antennae. The improvement will feature a tower. That's 114 feet taller than the station's current tower in Royal Oak Township.

Six new transmitter units providing five million watts of power will transmit the WWJ signal, five times the current transmitter output Newman said the facility also has room for high-definition television transmission when that technology becomes available. But at least we could start by cleaning up the roadkill. That is the hope of State Rep. Larry DeVuyst, R-Ithaca, who last week introduced legislation to authorize roadkill cleanup specialty license plates. Money from the plates would be used for the pickup and disposal of the remains of animals killed by moving vehicles. Roadkill is a significant problem in many rural areas, a DeVuyst aide said Tuesday.

"Road commissions try to clean some of it. But normally it just sort of lies there," she said. No design for the proposed plate has been selected. But it will contain the likeness of a live (not flattened) white-tailed deer. No word yet on whether a purchaser of the plate would receive a complimentary "Eat Your Roadkill" bumper sticker.

Ed Detroit, among others but he was proud of the Whalen arrest, said his son, Wendell III. "That was one that he always mentioned," his son said. "He was very proud to be a policeman." Wendell Arthur Lochbiler Jr. was born in Detroit and raised on the east side. He graduated from St.

Martin's High School in 1959. Three years later, he began working for the Detroit Police Department Except for three years in the late 1960s when he worked for the fed' eral Bureau of Alcohol, Tobacco and Firearms, he remained a Detroit officer until he retired in 1991. Through the years, Mr. Lochbiler had worked in several precincts and divisions, including major crimes and tactical reconnaissance divisions. He retired from the Harbormaster section.

After retirement, he did security work for Macomb County Circuit Mr. Lochbiler was a member of the Lieutenants and Sergeants Association, the Detroit Police Officers Association and the Fraternal Order of Police. He enjoyed boating. Besides his son Wendell III, he is survived by his wife of 37 years, Martha Anne; daughters Anne, Mar-jorie and Jane Culling; sons Richard and Steven; five sisters, and four grandchildren. Funeral services will begin at 11 a.m.

But even they acknowledged the bills would do little to erase the array of billboards on Michigan roads. "I'm willing to go farther," said Senate Majority Leader Dick Posthumus, R-Alto, who said the bills were all "we can do at this point in time." Sen. Leon Stille, R-Spring Lake, said it was politically impossible to cut down on the number of existing signs. "This legislation is a compromise between all or' nothing," Stille said.

The industry has the influence to fight such curbs, said Rick Jameson, executive director of the Michigan United Conservation Clubs. SCOTT, 64, a retired Detroit Public Schools special education teacher who also published poetry and wrote a newspaper column, died of cancer Sunday at his home in Dearborn, where he was a lifelong resident Mr. Scott retired in 1990 from Oakm'an Orthopedic School, where he'd worked since graduating from what's now Wayne State University in 1955. He received a master's degree in education from Wayne State in 1959. He was a neighborhood columnist for the Dearborn Press Guide for several years, writing most recently about the Ford Woods area of east Dearborn. "I always looked forward to reading his columns," said the newspaper's editor, Mary Geddes, recalling his knack for detail about the city's history.

He had published several poems in books put out by national poet societies and wrote a genealogical history of his family in 1994. "He worked on it for a year and a half and distributed it to each family member," said his sister, Noralie Steele. "It was a couple of hundred pages and it's absolutely done to Mr. Scott also is survived by his son, David; a stepdaughter, Helene Constantine; a brother, and three grandchildren.
