WAGNER, CHRIS CHRISTOFF and DAVID ASHENFELTER Free Press Staff Writers Tension is rising in Jackson at the state's largest prison, where an employe was the target of an attempted poisoning Wednesday morning five days after the strangulation death of an inmate. Rumors have seized the walled State Prison of Southern Michigan following the death of Oscar Rowls 41, an armed robber from Pontiac with a reputation for belligerence. Publicly, prison and corrections officials say the 2,300 inmates are under control and things are normal.

Privately, some corrections and legislative officials say prisoners are squirreling away more weapons than usual and the situation is explosive. CARROLL Free Press Washinoton Staff WASHINGTON Saying that it is "deeply concerned" about the increasing "potential for a catastrophic accident," the National Transportation Safety Board recommended Wednesday that federal aviation officials reduce flights this summer during the busiest travel times at 22 major airports, including Detroit Metro Airport. In a letter to Federal Aviation Administration chief Donald Engen, the board recommended that the Limit flights between airports during certain hours to prevent overloading the air traffic control system and to minimize the number of planes in airborne holding patterns. Refrain from further relaxing rules that allow planes to follow each other more closely.

In some regions, planes may be separated by as little as 10 nautical miles. Jerry 25, of Hagers-town, also was charged with kidnapping and robbing the slaying victim, Elmer DeBoer, 38, of Waterford Township, according to a criminal warrant signed by Magistrate John McGrath of 51st Dis trict Court in Waterford Township. DeBoer, whose job involved carrying large amounts of cash for Leemon Oil Co. of Novi, also had been a Free Press carrier since 1972.
