But it's virtually certain perhaps as early as March Detroit-area viewers will i have a choice of two pay TV channels, that will offer new movies, special programming and sporting events currently unavailable on regular commercial television. Late last week the Federal Communications Commission granted the station permis- sion to broadcast pay TV.

The Boston station, WQTV, Channel 68, has been offering prime time, 7 p.m. to midnight, pay TV since December 1978, and claims between 13,000 and 15,000 Installations in the Boston area. The station shows movies and Las Vegas nightclub shows but, at present, offers no sports. The installation fee in Boston is between $75 and $100 depending upon location. The monthly fee averages $15.95 with some additional cost for apartment installations, a Boston US-TV spokesperson said Monday.

Channel 20s ON-TV system costs $49.95 for installation of the master antenna and signal decoder box attached to the TV set, plus a refundable $50 deposit and a $22.50 monthly fee. ON-TV offers movies, special programs, Red Wings hockey and selected college sports events to about 20,000 subscribers. Energy tax, millageOKd for Fraser Fraser School District voters Monday approved the school tax for general operations and an additional tax for energy conservation projects. Twenty-seven mills, which is the entire operating school millage, were extended for one year by a vooe of 806 to 394. The tax produces about $6.7 million annually Residents voted 673 to 519 to add a half-mill for three years.

This tax will provide about $125,000 annually for furnace renovations and other energy-saving projects. The tax also will allow the district to obtain federal matching funds, a school spokesman said. District Judge Noel P. Fox, long considered a liberal on the federal bench, announced Monday he has retired as chief judge for the Western District of Michigan. The colorful and sometimes controversial 69-year-old judge said he submitted a letter to President Carter Dec. 12, asking for senior status. Fox, who was appointed to the federal bench in 1962 by President John F.

Kennedy, said he could have gone into semi-retirement three years ago but decided to stay on because of the condition of the court calendar. He has been chief judge for eight years. AMONG THE most controversial decisions Fox has issued In his 17 years on the bench were school desegregation orders in Kalamazoo and Benton Harbor and the affirmation of unrestricted fishing rights for two Upper Peninsula Indian tribes. "I once avoided an appointment to the state Supreme Court because I liked the trial bench too much," Fox said. "I even ran for Congress. Now, I'm glad I lost. I'd have never been able to accept the kind of political contributions you need to keep getting elected."
