On the evening of June 22, 1988, Carnell took a 20-gauge shotgun from his father's closet and killed his mother, his father and his sister. State law later was changed permit juveniles to be kept in custody until age 21.0akland County Assistant Prosecutor Edward Cibor said he will try to persuade the judge today that the new law ought to apply I But Silver said Monday that because of his progress at Maxey, she probably would release Carnell. i from state custody at age 19, a birthday Carnell will celebrate Wednesday.

The Springfield Township teenager's attorney and therapists see little reason for worry. "The state hasn't wasted its money with Brandon," said Mitchell Ribitwer, Carnell's court-appointed attorney. "He is a success story, a premier child, and they see a bright future for this young man." Ribitwer said Carnell earned his high school diploma while at WJ. Maxey Boys Training School in Whit- By David Ze.man Free Press Staff Writer Brandon Carnell was 14 when he gunned down the mother he despised and then finished off his dad and little sister with shotgun blasts to the back. Now, on the cusp of his 19th birthday, he is thinking about college.

In all likelihood, Carnell will be released today after a hearing before Oakland County Probate Judge Sandra Silver. The judge has little choice. Under state law in effect at the time of the killings, juveniles must be released T. CLEMENS A judge on Monday delayed sentencing a Sterling Heights teenager for the VOTE, from Page IB one pra-inct or to city election headquarters. Henry Williams, a 29-year-old adult education student, said tie registered to vote in July for the first time.

"I'm trying to better myself," he said. Registering "was the most important thing I've done in my life." With his registration receipt in hand because he never received a registration card in the mail, he went to the address on the receipt and was told his name was not on the voting roll. Poll workers told him to go to another precinct. After being turned away at a third precinct and spending half a day trying to vote, "I gave up," he said. Williams said he felt "frustrated and cheated." John Line, who has voted at Duffield Elementary School for four years, said he got in line shortly before the polls closed.

But after waiting two hours, a precinct worker told him his name was not on the list. Instead, he should have voted at the precinct across the hall in the same school, which already had closed. Bradley blamed the problems on a dispute with the city over funding and control over computerization. He said the problems stemmed from having to look up records by hand. The city has given him $240,000 for a computer system.

He said that's not enough money. Conyers said another problem was that some precincts ran out of ballots. He called for changes in Detroit and across the country to make it easier to vote. Judge hlocks inmate's parole to Maconih County beating death of Alex Stachura until appeals courts decide whether the youth should be sentenced as an adult or a juvenile. Arthur Zrodlo, 16, was convicted of manslaughter Oct.

13. As an adult, he could be sentenced to up to 15 years in prison; as a juvenile, he could be held only until age 21. Zrodlo was 15 when Stachura was beaten to death in September 1991. The decision also could affect Nicholas Del Greco, 16, and Matthew Trout, 17, both awaiting trial in the killing. Marek Sobotka, 18, of Sterling Heights, is serving 7-15 years for manslaughter.

and the judge didn't have jurisdiction in the case. A new law that took effect in October specifies that only the prosecutor from the sentencing county may file such a suit. Schwartz took issue with the law, noting it eliminates the county's right to challenge paroles. A spokesman for the state Attorney General's Office said it wasn't known if the board planned to appeal. Among True's prison violations were an escape and assaults on guards.

by Robin Fornoff Free Press Staff Writer A Macomb County Circuit judge Monday issued a permanent injunction blocking parole of an inmate cited for 111 prison rule violations, in a case viewed as a landmark challenge of state Parole Board authority. Judge Michael Schwartz said the board ignored its own rules and abused its authority when it approved the release of Wayne True, 28. Eric Kaiser, the county assistant prosecutor who sued last month to stop True's parole, said, "What the Parole Board said was they couldn't handle him in prison, so let's get him out of here and on the street. His clear history is to commit crime." True, sentenced in 1986 for theft in St. Clair County, was scheduled for release Nov.
