Wallace, the Democratic convention early Wednesday overwhelmingly rejected the Alabaman's proposal to ban busing to achieve integration. Dominated by backers of Sen. George McGovern, the convention gave Wallace and his supporters a polite hearing but refused to heed their pleas to rewrite the platform for November's campaign.

Wallace predicted election defeat for the Democrats unless they endorsed his call for a constitutional amendment to ban busing. He said voters are "against the seneless, asinine busing of little school children." Rep. Herman Badillo, opposed Wallace's view. He said the courts began to issue orders only after other efforts to desegregate the schools were frustated. "Now the who made every solution but busing impossible say they against busing, Badillo said.

"They were not people against busing when black kids in the South were being bused to segregated schools." In a series of roaring voice votes, the convention shouted down Wallace's busing proposal and attempts to put a conservative stamp on seven other platform planks, ranging from gun control to military policy to prayer in the schools. There was no demand for a roll call on any of the votes Many delegates brandished clenched fists as they shouted down the Wallace planks. Wallace had wanted to changed in all eight planks, but he concentrated on changing the busing provision. "I believe in quality education," Wallace said. "I want to see the American dream fulfilled for everyone in this country regardless of race or color." But he said the vast majority of voters are "against the senseless, asinine busing of little school children." He received a mixture of cheers and boos from the delegates.

Piggins, 68, died Tuesday night ending a long public career that included four years as Detroit police commissioner and the last 12 years as a Wayne County Circuit Court judge.

In 1965-66 he returned 71 indictments charging corruption in Wayne County while serving as a special one-man grand jury. He tried and failed to win a seat on the state Supreme Court in 1970. He served as police commissioner from 1954 to 1959, became a circuit court judge and was re-elected to that position in 1966. ment His tenure as police comwas missioner was generally regarded as successful. Fischer Error Gives Edge To Spassky in 1st Match REYKJAVIK (UPI) World champion Boris Spassky of the Soviet Union capitalized on an error by U.S.

grand master Bobby Fischer and gave him hope for a draw at best Tuesday night when the opening game of the world championship chess match was adjourned after hours of play. The adjournment until Wednesday came after 40 moves of the first game of the 24- game match and gave Spassky, 35, who was playing white, a slight advantage with a bishop and three pawns. Fischer, 29, had five pawns on the board. Fischer appeared calm when he arrived eight minutes after the start of the $250,000 match and was welcomed by the capacity crowd of 3,000 with a 30-second ovation. But as the game progressed, he appeared angry with himself.

First Hubert Humphrey and then Edmund Muskie formally withdrew from the Democratic race Tuesday. As the convention began lengthy debate on the party platform the only suspense rewas McGovern's vice-presidential choice.

George Wallace, still an active candidate, flew by helicopter to Convention Hall to speak from his wheelchair on behalf of minority platform planks, including one against busing. Wallace's interest lay more in influencing the platform than in the nomination itself. Shirley Chisholm, Wilbur Mills and Henry Jackson remained active but token candidates. Secret Service agents and aides wheeled Wallace to the microphone. But despite his appeal, the convention delegates overwhelmingly rejected his platform proposals.

Wallace delegates waved posters as their candidate for president was lifted in his wheelchair to a box behind a podium. Wallace, only four days out of the hospital, spoke firmly from notes. He had no prepared text. THE OVATION he got in his first political appearance since a May 15 assassination attempt was a reflection of his support in the convention: Chees and rebel yells from supporters in states that are his strongest, delegates from Florida, Texas and Michigan. But much of the convention listened in silence.

The last hopes of both Humphrey and Muskie died at the opening convention session early Tuesday when McGovern's crack organization gave him a resounding victory on a California credentials challenge. Winning the challenge and with it restoration of 151 disputed California delegates made McGovern unbeatable. Humphrey, focal point for the anti-McGovern forces at the convention, announced his withdrawal at a tearful press conference. Reubin Askew and UAW President Leonard Woodcock led the speculation on George McGovern's choice of a running mate Tuesday. But McGovern's aides said the list of vice-presidential possibilities was lengthening as the senator looked for ways-including the slating for the No.

2 spot -to bind up the Democratic party's wounds. As the senator's weary troops relished Monday's victory and looked to their leader's certain nomination Wednesday night, it was clear that McGovern expected to make one more hard pass at the reluctant Kennedy before turning elsewhere.
