Obsessed with sin in all its permutations, a coke-sniffing, guilt-wracked regular at peephole sex shows, an occasional client and participant in China's endless sexual games, Rev.

Shayne stands on street corners preaching the word of God, interspersed with the foulest of sexual ravings. The choice of Perkins was inspired; so was his decision to take the part. The verbal games between China Blue and the Rev. Shayne often sound like on-campus philosophical mutterings, and there's a climax that may strike a mighty familiar note, but, swept along by the film, they are faults we can ignore. "Crimes of Passion" made four runs past the ratings board before being awarded an R.

It remains steamy, sordid, grim and utterly fascinating, but it is not a movie to be taken lightly. It has enormous power to offend, and audiences who wish to avoid confronting blatant sex, foul, biting dialogue, and immersion in the most garish of urban sexual haunts and their denizens had best look elsewhere for entertainment. CHINA IS what men must wish all hookers were like sensitive, intelligent, enormously sexy, a good liar, and golden-hearted. She ministers to the clergy, the halt and the dying, setting her own terms and prices. She touches many, in many ways; no one touches her.

John Laughlin Officer and a Gentleman," is Bobby Grady, hired to do a little free-lance industrial investigating and soon caught up in China's web. Laughlin is easy to believe as a decent husband and father trapped in a grim marriage to a whiny, forlorn little woman (Annie Potts, the funny secretary in Laughlin and the script are even good enough to put us on his side when he gets serious about China. She helps him remember how phenomenal sex can be; he makes the first dent in her professional detachment. THE TMIRD PARTY in Russell's intricate menage a trois is the Rev. Peter Shayne (Anthony Perkins).

Certainly Perkins has played his share of crazies "Mahogany," "Psycho," "Pretty Poi By CATHARINE RAMBEAU Free Press Movie Critic Hard on the heels of Brian De Palma's "Body Double," that much heralded exercise on the boundaries of pornography, comes Ken Russell's "Crimes of Passion." Unlike De Palma's misfire, "Passion" is scary, passionate, intelligent and often funny. Like Russell's previous work "Altered States," "The Savage it is extremely explicit and excessive. Sensitive moviegoers, beware: Russell packs more sexual implication into the first 10 seconds of "Passion" than some filmmakers manage in an entire career. Certainly Kathleen Turner has had her share of juicy parts "Body Heat," "Romancing the Stone" but none juicier than this. BY DAY, she's dress designer Joanna Crane slender, quick, so intensely private and unflirta-tious that she is suspected of many things, including corporate disloyalty.

But at night, Joanna Crane emerges as China Blue, a street prostitute in a Swedish-blond wig and a silky china-blue dress who possesses a brilliant and vivid sexual creativity. Turner has already established her acting credentials and her knack for comedy. And she certainly has sex appeal, as "Body Heat" audiences conceded. But Turner has never been let off the sexual leash before she has always been a picture of restrained heat, elegant lust. No more.

As China Blue, even Turner's walk is bawdy, an open invitation to handle the merchandise. Ironically, we never see the real Ellis Island. The producers found the real thing to be in such disrepair that they moved the entire production to London.

No matter. Though the pop culture corn is much higher than an elephant's eye, director Jerry London and executive producers Frank Konigsberg and Gabriel Katzka have crafted a handsome-looking, escapist tale of soap opera Americana. Like I said, kind of dumb, kind of fun. turn out dance tracks like "Method of Modern Love," "All-American Girl," "Going Thru the Motions," "Bank on Your Love" and the first single, "Out of Touch" to mix with the straightforward approach of "Some Things are Left Better Unsaid" and the smooth soul of "Possession Obsession." It may be early to call every song a hit, but a listen to "Big Bam Boom" may convince the skeptics that this duo is getting more pragmatic than presumptuous in its golden age.GflryGra briefly noted: a Big Bam Boom Daryl Hall John Oates (RCA): No Big Bam Bust here, and these guys know it; the tag pasted to the front of the record says "Including the hits" and then lists all nine songs on the album. Well, if anyone can do that, it might as well be Hall Oates, who turn out hit singles with as much effort as it takes to sit still.

So it should come as no surprise that there's a heap of potentials on "Big Bam Boom," an album that should turn watered-down hip-hop styles into mainstream pop music fare. With the aid of dance-mix master Arthur Baker, the duo borrows rhythms and production techniques from all the songs break dancers prefer, squirt a handful of pop melodies into the structure and Valotte Julian Lennon (Atlantic): The voice and looks are hauntingly like his late father, and the songwriting chops seem to run in the blood. The beat ranges from a rock sound on "Heart to Heart" and "The Night Goes On" to soft, slow numbers including "Dream Dancin." On "Somebody Took My Love," Rogers barely squeaks out the high notes.

For country fans who follow him begging for a bone, he tosses out "Stranger." This Dolly Par-ton song about a son of a wronged woman offers the only variety in subject matter and also a fresh-air image or two. Generally, though, you can count on Rogers for pop love lyrics and catchy commercial tunes. If you find your ears all popped out, you may need some serious soothing say, an album of Conway Twitty, with his low growl and his "Slow Hand." Want a smile? Thank heaven and Harlan Howard for the wit and whimsy of "I Don't Know a Thing About Love," but thank Twitty for knowing how to deliver it. Or shed a sympathetic tear because "We Did But Now You Don't" or "Somebody's Needin' Somebody." These songs have been around before, and maybe you'll find something like "The Rose" a little wilted. For the most part, though, they sound as good as ever.

Jean Calmen ELLIS ISLAND, from Page 1D Wexford, Ireland, when Bridget is implicated in the kidnapping of a moneybags aristocrat. Hunted by the police, Bridget sneaks herself and her sister onto a ship bound for America. Next stop, Statue of Liberty. Despite the title of our tale, Ellis Island is glimpsed only briefly as our intrepid quartet is processed at the famous Great Hall, doorway to freedom, self-reliance and those long green dreams. With a plot that operates like a revolving door, we are whisked away in a rush of new storylines.

Rubenstein, a pianist with classical training in Russia, sets out to become a Tin Pan Alley tunesmith. And quicker than you can say Irving Berlin, this guy has hit the bright lights of Broadway. And he's been wowed by a brassy, shiksa songstress named Nellie Byfield (Ann Jillian). Meanwhile, Marco gets involved in a poignant romance with lovely Geor-gianna, who's going blind. Don't ask.

But just as he's about to make it big with his own trucking firm, he's set up for a big fall. Deportation city. Not to worry, though, because there's an American political future for this Italian stallion. Georgianna, after getting the run-around from Marco, finds success as a screenwriter of wild Westerns for the infant movie industry. And Bridget? She marries the doctor who examined her on Ellis Island and settles down for what appears to be a nice, happily-ever-after life.

Naturally, appearances are deceiving. And needless to say, the suds have only begun to flow in this soapy extravaganza. RICHARD BURTON plays a fabulously wealthy power shyster, Sen. Phipps Ogden, who is barely glimpsed in the opening, three-hour segment of "Ellis Island." Burton, who died of a stroke two weeks after completing the production, plays what is essentially an extended cameo role. 1 But as the final two parts of the mini-series are played out at 9 p.m.

Tuesday and Wednesday, he does have some fine moments with Dunaway and with his daughter, Kate Burton, who portrays Ogden's neurotic, gloomy daughter. Both Dunaway and Jillian seem to be having a grand old time hamming it up in juicy roles. Dunaway is especially diverting as Maud Charteris, whose taste for whoopee runs to kicky excesses. Put off by a lover's lukewarm clinch, Maud snarls, "Put some fire in it, milksop." And when a pauperized Marco comes to his former employer for help after reaching Manhattan, she saucily undresses him down by telling him to get out of his clothes. "You're trying to humiliate me," he says.

"Of course, I am," says a leering Maud. "That's all part of the fun."
