CATHARINE RAMBEAU re Press Movie Critic "Teachers" could have been to public education what "North Dallas Forty" was to football. "The Issue isn't education, it's money," high-school teacher Alex Jurel (Nick Nolte) explains to Lisa Hammond (Jobeth Williams), a lawyer whose client is suing the school because it graduated him without teaching him how to read and write. One of those irreverent pictures you wish were better because they raise serious issues, "Teachers" is based on the premise that our public school system is in big trouble and that there are no short-term solutions.

JOHN F. KENNEDY High is no exception. It has guards in the doorways, narcs in the classrooms, dope in the lockers, shooting and stabbings in the hallways, and teachers under attack by I i camera work by David M. Walsh. NOLTE, WHO HAS turned in consistently good performances in everything from "North Dallas Forty" to "Cannery Row" to "Under Fire," is a burned-out teacher this time out.

Macchio, a responsive young actor with a lot of promise, is the student Nolte's trying to salvage, Williams is his ladylove, and Hirsch, Dano and Mulligan are educators, albeit mighty strange ones. The usually sure-fire Lee Grant is in trouble, though even she cannot salvage a one-dimensional part as a dastardly administrator and Williams seems too earnest and too emotional to hold a job with what appears to be a big-time law firm. The rock 'n' roll sound track (Bob Seger, the Motels, Freddie Mercury, ZZ Top, Joe Cocker) is a plus, and despite its faults, "Teachers" has moments that make it worth seeing. Just don't expect too much. VICTOR DRAI 1 VICTOR I 1:00 7:20 9:20 This $10 million attempt at black comedy is sapped by a script that is preachy and full of pop politics more often than it is on target.

But it has the benefit of a lively cast of professionals (Judd Hirsch, Ralph Macchio, Royal, Dano and Richard Mulligan) back-; ing up Nolte and Williams, Arthur Hiller's crisp direction, and neat1 7:30 9:20 7:30 9 20 10:30 12:30 2:30 4:30 7. 9. 11:45 I mm- ir lib I 10, 12, 1:45 3:30 7:00 9:00 10:00 12:00 2:15 7:00 9:00 7:00 8:45 10:30 i aw ir-mma- ma i 1:00 7:15 9:1511:15 9:15 11:15 7:30 9:20 Richard Mulligan, an escaped mental patient posing as a teacher, conducts a participatory history class in "Teachers."
