CD NFL '84. 3:30 p.m. (E Sportsweekend: Horse Racing, Coronation Futurity from Woodbine. With the 80-game Tigers baseball package through for the year, the Pro-Am Sports System pay-cable channel enters the fall-winter season with only one major local pro sports team: thej Pistonsfor 40 telecasts. 1 When PASS announced its intention to begin; programming last year, Red Wings owner Mike Hitch said he was eager to place 40 Wings games on the system.

That was a little more than a year ago. Since then, PASS has gone on the air, but the Wings are absent. What made Hitch change his mind? Why aren't the Wings on PASS this fall? Is Hitch angry that former owner John: Fetzer didn't give Hitch a chance to buy the Tigers when they were sold last season? Fetzer sold the team to Tom Monaghan, who, like Hitch, is big in the pizza business. Bill Wischman, vice-president and general manager of Fetzer's PASS system, said that is the case. "Mike was just livid when his competition got the Tigers," Wischman said Thursday.

According to Wischman, he has been told this by aides to Hitch. HE CHARGES that Hitch now refuses to speak with PASS representatives. "I can't get anybody to talk to me, they don't return phone calls," Wischman said. "All I can say is that I sat and negotiated with (Hitch aides) Dave Deal and Jimmy Lites." Wischman said he had a tentative deal with the Wings "for a substantial amount of money." He says the deal stopped at Hitch's desk. He added that PASS has been unable to negotiate TV deals for three college hockey tournaments at Joe Louis Arena, run by Hitch.

Wischman says the lack of co-operation from Hitch is depriving college hockey of revenue from the telecasts, Instead of carrying Red Wings games this season, PASS is showing International Hockey League minor league games and Windsor Spitfires junior games. Wischman says the lack of Red Wings games "hasn't appeared to have hurt" PASS subscriptions, which number about 34,000. "We have an alternative of five local professional minor league teams," he said, "and we have a winner with the Pistons." fv nnmrMnnf Uons' next four weeks: Sunday, at Green Bay; Nov. 4, home vs. Philadelphia; Nov.

Although WTBS is carried by many suburban cable systems, tonight's game is blacked out because it comes from the Silverdome, where the Pistons will play the league champion Boston Celtics before a predicted crowd of more than 23,000. Ei Desser, director of broadcasting for the NBA, says the game must be blacked out by cable systems within 35 miles of downtown Detroit. "Anyone who intercepts the signals is violating both copyright law as well as the federal, communications act," Desser said Thursday.

That means local fans will miss the reunion of Rick Barry and Bill Russell, last together on CBS three years ago. Russell, an intelligent and thoughtful analyst, often had a great deal of trouble articulating the many thoughts on his mind. Barry, outspoken and opinionated, said some things that were best left unsaid. When he looked at an old photo of Russell on camera and referred to a "watermelon grin," Russell froze him with the silent treatment for the rest of the game as Gary Bender continued the play-byplay. SINCE THEN they have made up, and they bring their considerable fame and knowledge together on a two-man crew.

In their exhibition game telecast Tuesday night, they survived some rustiness and showed a bit of wit and lots of hoop savvy, with Barry doing play-by-play and Russell the analysis. "I wasn't exactly known as a shot-blocker," Barry said at one point in the telecast. "That's true," Russell replied, "but you made the shot-blockers work." Bill Wischman, vice-president and general manager of the Pro-Am Sports System, says the pay-cable channel isn't carrying the Detroit-Boston game as part of its 40-game package because it doesn't want to share telecasts with competition in the same market. Although WTBS is blacked out around Detroit, Wischman says he doesn't wish to compete against it on systems more than 35 miles away. If cable customers there can get the game free on WTBS, they might think PASS is offering them something less than an exclusive product, he says.
