Recent criticisms have cited German intelligence's failure to detect Soviet preparations for the invasion of Afghanistan. If the missing Fuchs has defected to the Soviet Union, it would be a major blow to German intelligence. In 1961, the intelligence department's head for counter-intelligence "in the Soviet Union, Heinz Felfe, was caught as a Moscow agent after his cover was blown by an East Bloc defector. Felfe was sentenced to 14 years' imprisonment, but in 1969 he was exchanged for three German students who had been jailed in the Soviet Union. It took German intelligence years to repair the damage.
