Musicians To Have Building Plans for a Tucson musicians'? building which will seat 400 per-l sons and to be located at 620 South 1 Sixth avenue are ready for submission for approval to the civil-; ian production administration, cording to Ernie Lewis, of the Tucson Federation of Musicians, local No. 771. Members of the organization have been working toward erection, of the new building for a number of years. W. H.

Cahn is the architect, and plans call for three private teaching rooms, kitchen, basement offices, and waiting rooms in the building, in addition to the main auditorium. Lewis explained that the new hall meets a long-standing need for headquarters of musicians, since there are no facilities for practice on instruments by mem' bers, or for the organization to hold large meetings. The organization has grown from its original 15 members when it was organized in 1915 to 300 members now. Lewis said every musician of prominence in Tucson is a member of the group. At the present time, the musicians are cooperating with the city and county recreation program by providing free orchestras for teen age dances.

Two dances have been given and attendance has surpassed highest expectations. Other dances will be given during the summer. She majored in music and minored in English and commerce. The presentation was made 'by Dr. Earl C. Slipher of the Lowell observatory staff. The award was established by Mrs.

Constance Lowell in memory of her husband Dr. Percival Lowell, founder of the observatory. In an address to the graduates, Judge W. E. Patterson of the Yavapai county superior court discussed juvenile delinquency and declared that prevention, not punishment, was the solution of the problem.

"It is evident," he said, "that, what parents, church, and school, together with the community, give their children, or what they withhold, are the basic factors which determine how a child shall develop." He blamed broken homes and disinterested parents for the majority of child, delinquency cases.
