Patrick Wayne County's much-criticized anti-poverty program, now going out of business, will be replaced by spring with a new program, a federal official said Sunday. The old program, which served eight suburban communities, has been killed by the federal Office of Economic Opportunity (OEO) on the ground that it was not really helping the poor. "Our objective is to get something going that will really help the poor," said Stanley k. Stern, OEO deputy regional director, in a telephone interview from Chicago. "As soon as we can put to gether a community action group, we'll be in business." STERN SAID OEO officials and local officials are still working out details of a new agreement that will cover anti-poverty programs for Ham-tramck, Highland Park, Romulus, Inkster, Taylor, Sumpter Township, Ecorse and River Rouge.

A key problem still to be worked out, Stern said, is finding local funds to match federal funds.
