Raps City 'Coolness' To 'Village' The promoter of the proposed International Village criticized the Detroit Housing Director Wednesday for failing to deal with village backers "in any spirit of co-operation." Walter C. Shamie said Housing Director Robert D. Knox is "not impressed with the seriousness of our group." He and some of his staff members haven't demonstrated a genuine respect for the status of the people who are behind the International Village venture, Shamie said.

International Village Is a proposed 30-million-dollar project to construct an "old world in new Detroit" on the site of the Skid Row redevelopment area. It would be a complex of nationality night clubs, restaurants, bazaars, curio shops, travel agencies. SHAMIE SAID Knox is skeptical of the ability of International Village people to carry out this development and that "he's dealing with us as if we were a speculative group." The criticisms were made In a newsletter sent by Shamie to the Friends of the Interna- tional Village. I.at Feb. 21, Shamie sal2, International Village, made an offer to the Detroit Houning? Commission of $1,853,680 for 23 acres of land In the Skid Row redevelopment area.

Shamie said there has been no action on the offer which amounted to 60 per cent of what the Housing Commission had set as a minimum price for the parcel. He said the Village was prepared to go high as 75 per cent of the minimum. The Housing Commission price, Shamie said, is unrealistic. He has asked Knox to have the Urban Renewal Administration reappraise the land because downtown property prices have declined in the two years since the parcel was first appraised.
