Legal Notices 11 From AP and UPl WASHINGTON By a one-vote margin, a House subcommittee recommended Monday that supporters of the Equal Rights Amendment be given seven more years to secure Its ratification. The 4-3 vote by the subcommittee on civil and constitutional rights sends the measure to the full House Judiciary Committee. No date has been set for action there.

Rep Don Edwards, D-Calif subcommittee chairman and a backer of the extension, said supporters have 17 votes on the full committee, one short of a majority, and predicted approval. But Rep Caldwell Butler of Virginia, ranking Republican on the subcommittee and an opponent of the extension, questioned whether the extension has that much support. House Speaker Thomas P. O'Neill Jr. said he believes the extension will reach the House floor and pass.

Opponents are expected to argue, however, that the extension requires a two-thirds vote, just as the original amendment did. Without the extension, the deadline for ratification Is next March 22. Thirty-five of the required 38 states have ratified. Three of them have attempted to withdraw their approval, but the validity of such action is in doubt. The amendment would prohibit discrimination based on sex.

IN OTHER congressional activity Monday: Nearly 1,000 members of the United Steelworkers of America scoured the hallways of the Senate to promote a filibuster cutoff and passage of labor law revision. As President Carter renewed his own push for the House-passed bill in a White House meeting with Senate leaders, the steelworkers looked for votes to get the 60 out of 100 needed to end the nine-day filibuster by opponents of the measure. Senate Majority Leader Robert Byrd, among senators attending the meeting with Carter, filed two motions to halt the filibuster. The motions will be voted on Wednesday and Thursday. The bill would speed procedures of the National Labor Relations Board and penalize companies that illegally try to thwart unionizing efforts.

Sen. Robert Dole, Introduced legislation to restrict the power of police to search through private papers of a person not suspected of crimes. Dole said his proposal was in response to a Supreme Court ruling last Wednesday upholding the right of police to obtain warrants and conduct searches of newspaper offices and files even when there was no evidence anyone connected with the newspaper had committed a crime. Herb Gray, a Liberal member of the Canadian Parliament from Windsor, called for the tests after the Windsor Star reported last week that motorists complained of headaches and nausea caused by exhaust fumes in the tunnel. A SPOKESMAN for the company that owns the tunnel denied there is anything wrong with its air. Testing by technicians from Canada's Department of Health and Welfare began Monday A spokesman for the department said results wouldn't be available before Thursday or Friday. Traffic in the tunnel has increased since a strike began April 6 at the Ambassador Bridge, the only other link between Detroit and Windsor for automobile and truck traffic. Truckers are using the tunnel rather than crossing picket lines at the bridge.

RONALD DELANEY, vice-president and general manager of the Detroit Canada Tunnel said that since the strike began, truck traffic in the tunnel has tripled or quadrupled. But he said that his company monitors the air in the tunnel 24 hours a day, using "some of the most modern sensing equipment money can buy." Also, air-excnange equipment totally renews the air in the tunnel every 90 seconds, Delaney said. ACCORDING TO DELANEY, the air-monitoring equipment constantly tests air quality, recording its results on a graph. He said he has examined these graphs for every minute since the bridge strike started, and at no time did the test results indicate a health hazard. Delaney first told a Free Press reporter that his office had received some complaints about fumes in the tunnel.

Interviewed later Monday by another reporter, Delaney said his office had received no complaints about the fumes. The bridge strike by 21 members of Detroit Teamster Local 299 working as toll collectors, scalemen, traffic directors and maintenance workers involves wages and other benefits.
