The Judiciary Committee Is seeking quick action on the term-limiting joint resolution which Is backed by nine Senate Republicans and five Democrats. The proposal, which requires a referendum vote to amend the State Constitution, would have to clear the Legislature this week in order to be put on the April 3 ballot. The industrial development package waa barked by Democratic Reps. Dominic Jacobetti (Neguanee) and William H. Thome (Dearborn) and Republican Reps.

Russell H. Strange (Clare) and Harry A. De Maso (Battle Creek). It Is similar to bills which passed the House last year but died in Senate committee. MAIN points would: 0 Create a Michigan industrial development authority with a five-million-dollar revolving fund for granting loans to industrial development agencies up to 30 per cent of estimated cost of the contemplated project.

Authorize municipalities to Issue general obligations bonds, with voter approval, or revenue bonds, without voter approval, for construction of industrial buildings. Authorize county boards of supervisors to advertise Industrial advantages in addition to agricultural and tourist advantages. 0) Allow municipalities to appropriate money to assist in organizing and maintaining industrial development agencies. tg) Allow municipalities to levy a special, voter approved tax, limited to five mills, to create a fund for seeking and developing industry. IN OTHER action, Senator Harold M.

Ryan Detroit) called for a three-man committee to recodify the penal law because "the Michigan ratio of prisoners per 100,000 population exceeds that of any other state." Richard Beers, finance officer for the State Corrections Department, said the revamp of criminal law was long overdue. Robberies and crimes of a similar nature are punished more severely under the present law than crimes against persons, he said. 10 HILLIKfcR FUNERAL HOVfc 244V w. brand Blvd. TY 6-2233 WM.
