December 28, FAMILY ALBUM Keith and Jo Ann Belk of Dale City announce the birth of their daughter, Kelsey Maryn, Dec. 14 at Fairfax Hospital. The bride, escorted by her father and step-father, wore an lace and satin gown with a lace ivory bodice, sweetheart neckline and short sleeves. The semi-cathedral train was edged with lace. The Northern Virginia Regional Park Authority offers an array of romantic gazebos in natural and landscaped settings, as well as indoor reception facilities, all at reasonable prices.
