BUT YOU do not have to be a right-wing, fundamentalist Christian to appreciate the devastating reality of our American teenage tragedy.

The spiraling drug abuse, alcohol abuse, crime and child abuse statistics are all numbing 1980 facts, as is the horror in the numbers that state that for teenagers between 15 and 19, suicide is the second leading cause of death. No, you don't have to wear Jesus on your sleeve to appreciate that devastating reality. You only have to be a parent. I am. So "Where Have All the Children Gone?" will get no slagging from this professional skeptic.

That would be a shame. Despite the definitely downbeat subject matter, "Going Gentle Our New Fascination with Death and Dying," a Kubter-Ross WXYZ-TV (Channel 7) documentary WKBD plans prime-time news written and produced by Tom LoCicero, is a well-done, informative and entertain VESTED SUITS SPORT COATS OUR FOURTH ANNIVERSARY SALEI ment, personified by its founder, Dr. Elisabeth Kubler-Ross, author of "On Death and Dying." Promotional ads for "Going Gentle have focused on the show's look at reincarnation and out-of-body experiences a sizable number of people claim to have had. "Is there really a light at the end of the tunnel?" the promo blurbs ask. Ah, yes, the positive possibilities of death.

BUT, BY FAR the hour's most compelling segments deal with the battle of the terminally ill to come to grips with their fate. Interviews with Rollyn Krich-baum, a Detroit woman suffering from cancer, are extremely moving. LoCicero bumps things along at a snappy pace, sometimes a bit too snappy, as he ties segments together with death-related film clips from movies such as "All That Jazz" and "The Shining," as well as familiarly sensational footage of Vietnam atrocities, the Holocaust and assassinations of the '60s. '1 think documentaries should always be entertaining while at the same time presenting something of substance," LoCicero said. It's our way of thanking youl ing hour of local television. THE FACT THAT it has been buried on a dog day Saturday night in August notorious snooze time in television land is too bad. But the show, professional and polished, is well worth the watch. LoCicero explores the tranformation of a formerly taboo subject into one that has increasingly captured our uneasy attention. There are segments on cryonics, new trends in the funeral industry, more humane treatment of the terminally ill and the rise of the death awareness move 1968 to 1972, when the program was dropped because of cost and low viewer-ship.

Meantime, WTVS, Channel 56, may have to delay plans to launch a 10 p.m. newscast in October. Local funding for the program is a problem. The big question is whether the 15-minute national news segment, which would be produced by Boston's WGBH-TV and make up half the newscast, will be available. Cutbacks at the Boston station have put the project in jeopardy.

Channel 56 hopes to have an answer by Sept. 1. WKBD-TV (Channel 50) will go back into the 10 p.m. news business Sept. 8.

The station will pick up the half-hour Independent Network News introduced by New York independent station WPIX-TV in June. More than 30 independent stations around the country carry the newscast. Byron MacGregor will remain Channel 50's local news anchor, but it hasn't been decided whether he will continue the 9:55 p.m. news or do a local follow-up after the 10 p.m. newscast.
