Charles Shull: He taught politicians By MARIANNE RZEPKA Free Press Staff Writer A dedicated researcher and political scientist, Charles Shull helped some of the state's political powers learn about the process through his Wayne State University courses. And he wrote articles and book reviews in his specialty, state legislatures. Mr. Shull, who retired from Wayne State in 1969, died Thursday at Cottage Hospital. He was 76.

Such notables as labor leader Walter Reuther and former Michigan secretary of state James Hare took courses from Mr. Shull. "HE ALSO has an impressive list of publications," said C.D. Vinyard, who worked with Mr. Shull at Wayne State.

"That's surprising since he came at a time when the teaching load was much heavier and there was less time for research." In 1954, for example, Mr. Shull was part of a 12- member committee of the American Political Science Association which criticized most state legislatures, calling them guilty of "old-fashioned, time-consuming procedures, antiquated organization, inadequate and incompetent staff Mr. Shull was born in Indiana and received his bachelor's degree from Ohio Wesleyan University in 1926. Slow oil buildup likely New York Times WASHINGTON The Department of Energy, sensitive to criticism of some OPEC members, is considering filling the nation's strategic petroleum reserve at an eventual rate of 250,000 barrels a day, well under the 400,000 barrels a day that could be found under present market conditions, a senior official disclosed Friday. Assistant Secretary for Resource Applications Ruth M. Davis added, however, that while this was a good optimum level from an engineering standpoint, the various arms of government had not reached a policy agreement that it should be used. "We haven't reached any decision yet," she declared.

Congress, in legislation enacted June 30, ordered the administration to resume filling the reserve in Louisiana and Texas salt domes at a rate of at least 100,000 barrels a day. No oil has been added to them since early 1979 when the Iranian revolution shrunk world supplies and further drove up the price. Sen. Byrd denies snub Senate Democratic leader Robert Byrd Friday denied a report he was irked at not having a prominent role at the upcoming Democratic convention in New York. In Washington, Byrd declared, haven't been irked.
