in special draft NEW YORK (AP) The Cleveland Indians won exclusive negotiating rights for shortstop Billy Cannon Jr. in a special draft conducted Friday by baseball commissioner Bowie Kuhn. Cannon, the son of the former Heisman Trophy winner, had been selected in the third round of the June 4 amateur free agent draft by the New York Yankees. But after an investigation, Kuhn set aside that selection and ordered the special draft. After Kuhn voided the Yankee draft, Cannon accepted a scholarship to play football at Texas He is working out in two-a-day practices with the Aggies.

LIONS, from Page 1C Lions' defensive tackle Doug English has told Clark he won't play because of outside business interests. Buffalo's offensive guard Joe DeLamielleure has, in effect, retired at least temporarily because Bills' coach Chuck Knox has not traded him. The Lions have two players defensive end Bubba Baker and kicker Benny Ricardo holding out in contract disputes. The Bills have two wide receiver Lou Piccone and defensive end Sherman White missing for the same reason. The Bills, who were 7-9 and developed into a potent offensive team under Knox last season, have installed a shotgun offense to give quarterback Joe Ferguson more time to get off his passes.

Ferguson was 9-for-12 for 83 yards and a touchdown against Philadelphia and is expected to start against Detroit. A crowd of nearly 50,000 is expected for the exhibition game.
