Beyond that, however, the district must go to the electorate and can ask for additional levies up to the 20 per cent or $1,080. NINE DISTRICTS have voted leeway at present, and even if they ask a new leeway a election and lose it, they will retain the power to levy the amount previously voted. Under an earlier formula, which set the basic program at $4,050, Beaver' assessed a five and six-tenths mill levy on a 16 per cent voted leeway; Carbon, four and three-hundredths mills on 16 per cent; Granite, five and 98-hundredths on 14 per cent; Park City, eight and 82-hundredths on 16 per cent; Tintic, four and nine-tenths on 16; Wasatch three and 82-hundredths on 10 per cent; Salt Lake City, two and a. half on 10 per cent; Ogden, five and three-tenths on 12 per cent and Murray, five and one-tenth on 12 per cent.

THESE ARE the only districts now able to obtain more than the $6,877 per DU. In each instance the full leeway is being used. Provo and Carbon are seeking leeway for 15, 10 and 20 per cent, respectively. THIS MEANS that if the measure is approved by the voters, Alpine can get up to another $810, or $7,687 for each DU it is allotted; Provo can get $540, to make it $7,417 for each DU, and Carbon can get $1,080, or $7,957. Granite School District, suggested the board of education might want to conduct a leeway election to ease the district's monetary strain, but he suggested also the board "wait and see what happens" in the elections already scheduled. There have been' no announcements from the negotiating committee at. Salt Lake Board of Education administrative offices, but some has sifted out that teacher bargainers are hoping the district will see fit to call a leeway election and use the added funds for fringe benefits. LYNN Bennion, superintendent of the city schools, has introduced into board meetings the past year several articles on the fringe benefits granted elsewhere and has indicated generally that he favors giving insurance provisions in place of cash pay raises this year. Teacher discussions have indicated the Salt Lake City Teachers Education Assn. may be willing to accept fringe benefits and last year's pay sehedule if the board will seek the voted leeway. IN WEBER County School District, the voted leeway seems to be the only answer for Supt. T.

H. Bell, who has been instructed to carry on his merit pay program for another two years. He estimates that cost at $42,000, and has previously pointed out that. under Weber's present financing the merit program must be continued at the expense of any increase in teacher salaries unless new funds are forthcoming. THE COMMISSION had taken the money from the proj. ect at its last session because, the group was told, Provo City wanted to push improvement of 1230 North St. But no one from Provo, Springville, Spanish Fork, Payson or from the county government at Monday's session urged such a priority although several said 1230 North did need improvement.

THERE REMAINS programmed for the Provo-Spring. ville section $250,000 out of $450,000 earlier set aside. Elias J. Strong, commission member representing the area, gave the delegation an "apology." He said he had been too easily persuaded by his fellow commissioners to program money for work elsewhere in the state and had not, until recently, taken the time to quaint himself with the ProvoSpringville need. THAT SECTION of road, he said, agreeing with the delegation, was substandard, crowded and unsafe.

He later urged the commission to put back the $200,000 it had removed. His colleagues indicated they would not support him and the issue was not put to a vote. HOWEVER, the department is to report later to the commission on its suggested programming of $438,540 found currently available in state funds. Mr. Strong indicated he will then urge refunding of the Utah County project.

The other commissioners told him they wanted to see the report on the available balance before acting on his recommendation. The conflict over fund programming was later taken up by the commissioners in a closed session. None spoke officially afterward, but it was apparent that the four commissioners were not pleased with Mr. Strong's comments on his being misled on road building needs. ANOTHER ITEM of contention was a variance between the planning department and the accounting office which declared, respectively, a $65,000 and a $24,830 balance available for spending on street lighting projects this fiscal year.
