BY MARY-LEWIS FLETCHER Free Preaa Special Writer Early in 1954 the Clawson City Council voted to suspend its retirement rules to let Arthur Rowe stay on his job with the Department of Public Works. "Mr. Rowe just had to be kept," declared City Manager Robert O.

Wright "He's such a good, faithful worker that it would be hard to get along without him." ROWE HAD REACHED the age of 70, an age when most men are content to take it easy instead of leaping up on DPW trucks to help collect garbage and rubbish, or grabbing a spade to help clear clogged sewers, or trotting around town reading water meters. Not Rowe, though. He wasn't ready to quit. As a matter of fact, he kept discreetly quiet when his 70th birthday rolled around on Nov. 17, 1953, sort of hoping no one would notice it.

"I feel a little older than I did," he admitted slyly, "but only because I have a new granddaughter. That makes six!" Rowe still works a full week every week and, according to DPW Superintendent Charles Nugent, does as much work as any man in the department.

He still hops on DPW trucks, he still swings an energetic shovel clearing sewers and he still gallops up and down cellar steps reading water meters. The eight new areas, to be completed in the next two years, are survivors of a total of 15 centers mapped out for construction before recent changes in home purchase regulations and the slump in suburban construction. WAYNE COUNTY leads in the construction of centers, with 10 areas representing an investment of $82,000,000.

Oakland has five, with $41,000,000 and Macomb three at $9,000,000. Largest of the centers under construction is Ingleside, in Clinton Township, with 2 5 stores. The largest planned center is in Livonia, where Wonderland, a $10,000,000 development, will provide 60 stores and parking for 5,000 cars. Contractors who shied away from plans for seven other centers feared that the decrease in suburban dwelling construction, if continued, would leave them with 'million-dollar projects and no customers. New centers will bring to 27 the total number in the metropolitan area, excluding Detroit.
