The Madison Heights City Council had ordered City Attorney Harry Young to draft state legisl-tion to give some betting revenue to cities bordering those with race tracks. Hazel Tark has refused several times a Madison Heights request for a share, of the 500.J00 the former each year from Its track. The Warren council contends with Madison Heights, that heavy traffic to the track requires extra police for traffic control. Warren has barricaded some streets, made others one way to handle the crowds and received citizen complaints.

Downspout Law Repeal Sought Lathrup Village Council-men will get petitions Oct. 7 for an election on repealing a controversial downspout law. The petitions have 240 signatures, enough to force a vote. But the Council could refuse to schedule it on the grounds that repeal would conflict with a court order that Lathrup Village end pollution of the River Rouge. An estimated 200 homeowners are violating the law designed to reduce the flow of storm water Into an overloaded sewer system.

The city ordered disconnection of downspouts a year ago but did not enforce the law until recent weeks. Tickets are now being issued in a crackdown ordered by the Council.
