a DETROIT FREE PRESS Wednesday, Oct.22, '75 15-C Franco's Condition Critical MADRID (UPI) Spain's Generalissimo Francisco Franco, 82, was stricken with a critical heart ailment Tuesday. A government spokesman said "anything is possible." Sources close to the government said Franco might decide to hand over power to his designated successor, 37-yearold Prince Juan Carlos de Borbon. The sources said Franco suffered heart inflammation and was in critical condition. FRANCO, the ruler of Spain for 36 years, was suffering from endocarditis, an inflammation on the inside of the heart, the sources said. They said he went into a coma early Tuesday but later came out of it.

The heart condition developed from a severe cold and influenza that Franco caught last week. A government spokesman said that the specialists attending the chief-of-state "are watching with utmost caution, because anything is possible with a man of, the caudillo's advanced age." But other officials played down the reports on Franco's current condition. Franco's suburban El Pardo Palace, spokesman Manuel Lozano Sevilla said, "he has no problems with his heart." Legislation Urged to Curb Chemical Pollution of Lakes LANSING (UPI) The Department of Natural Resources says it cannot stop the pollution of the state's waters by the toxic industrial chemical polychlorinated biphenyl (PCB) without legislation severely curtailing its use. "I think the bill is needed very badly," John L.

Hesse, the DNR toxic materials specialist, said Tuesday. "The releases to the environment are believed to be widespread still at this time. We have no way of stopping it without legislation." PCB, a widely used chemical in industry as well as household goods, has been found in alarming levels in several species of Lake Michigan fish, Hesse said. THE U.S. Food and Drug Administration has confiscated some shipments of Lake Michigan salmon because of high PCB levels.

The chemical also has been cited as causing deaths and reproductive failures in mink and fish-eating birds. Hesse told the House Marine Affairs Committee that the DNR has been unable to bring about a reduction in PCB contamination levels in recent years even though the sole U.S. producer, Monsanto Chemical Co. of St. Louis, has sharply curtailed its sale of the substance.

There currently are no laws or guidelines governing the discharge of PCB from factories. Many companies, faced with inadequate disposal facilities, are dumping the chemical or disposing of it in an unsafe fashion, Hesse said. "The 'search and destroy' method has obviously been ineffective at greatly reducing the PCB inputs to Lake Michigan," Hesse said. "Telephone surveys still showed a wide variety of products and processes containing despite voluntary measures of Monsanto to restrict sales to closed electrical applications only. "Importation and black market appeared to be playing a significant role," he said.

The Natural Resources Commission has called for a nationwide ban on the use of PCB and the Michigan Environmental Review Board is preparing recommendations to the governor calling for restrictions on its use. In walkouts that began during the night in western Canada and rolled eastward, the Canadian Union of Postal Workers became the first national union to strike since tough wage and price controls were imposed Oct. 13. Union President Joe David- James L. Ogle, Private Detective Services for James L. Ogle will be 9:30 a.m.

Wednesday at the Charles R. Step Funeral Home, 18425 Beech Daly Road in Redford Township. Mr. Ogle, 60, of Belleville, died Sunday at Grace Northwest Hospital after a short illness. He was the president of the Ogle Detective Agency, which he founded in 1951.

He was with the Pinkerton Detective Agency in 1941-49. He was a member of Greater Detroit Chamber the Commerce, Monaghan Council of the Knights of Columbus and the Kiwanis Club. Mr. Ogle survived, by three sons, David, M. and Patrick two daughters, Mrs.

Paula Doderhoff and Mrs. Linda Whipple; eight grandchildren, three brothers, and a sister. The family requests that memorial tributes be sent to the Michigan Heart Fund. Burial will be in Holy Sepulchre Cemetery in Southfield. Sister M.

Camillus, Teacher 30 Years Funeral for Sister Marie Camillus, a memmassy ber of the Sisters, Servants the Immaculate Heart of Mary Order for 62 years, will be at 10 a.m. Thursday in the St. Mary Mother House Chapel, 610 W. Elm, Monroe. Sister Marie Camillus, 84, died Monday in the Mother House infirmary.

Born Kathryn Lillian Ryan in Saginaw, she entered the IHM order in 1911 and made her vows in 1913. For 20 years she was a nurse for students at the Hall for the Divine Child and at St. Mary Academy, both in Monroe. She also taught in parochial school in Detroit for 30 years. She retired to the Mother House in 1960.

Survivors include a niece, Mrs. Ernestine Kern Mitchell. Burial will be in St. Mary Cemetery, Monroe. Francis Stoddard, Once GM Executive Services for Francis C.

Stoddard, 79, retired General Motors Corp. executive, will be held at 10 a.m. Friday at the Charles R. Step Funeral Home, 18425 Beech Daly, Redford Township. Mr.

Stoddard, of Redford Township, died suddenly Sunday. He was a retired assistant manager of GM's Pontiac Motor Division, and previously held the same post at the old Graham Paige Motor Car Co. Mr. Stoddard was a veteran of World War I and was service officer and commander of the 330th Field Artillery Post No. 3775 of the Veterans of Foreign Wars.

He was also an' honorary life member of the Cardinal Moo- THE MARINE Affairs Committee is considering legislation that would phase out the use of PCB over a three-year period, with the exception of electrical transformers and capacitors. Committee chairman David Bonior, D-Mt. Clemens, the measure's sponsor, said the panel would hold one more public hearing before clearing it for House action. PCB, a virtually indestructible compound, is related to polybrominated biphenyl (PBB) which was accidentally mixed in with livestock feed in 1973 and 1974 forcing the destruction so far of more than 26,000 cattle, sheep and hogs. and Ted; two daughters, Deborah and Mrs. Marsha Franz; two grandsons, and a si sister. Burial will be in Marquette. Philip Colasanti, Plant Manager Services for Philip Colasanti, retired plant manager for Michigan Telephone will be at 10 a.m. Friday at the Tonella Funeral Home, Marquette.

Mr. Colasanti, 79, died Tuesday in his Troy home. He retired in 1961 as Bell plant manager in Sault Ste. Marie after 40 years with the company. He was past exalted ruler of Elks Lodge No.

552 and former president of the Lions Club in Sault Ste. Marie. Surviving are his wife, Grace; a daughter, Mrs. Lorraine Weldon; a son, Bruce, and four grandchildren. Burial will be in Holy Cross Cemetery, Marquette.

Bernard Parel, Pharmacy Owner Services for Bernard Parel, co-owner of a Detroit pharmacy, will be held at 10 a.m. Thursday at the Ira Kaufman Funeral Home, 18325 W. Nine Mile, Southfield. Mr. Parel, 48, of Southfield died Monday in Providence Hospital after a long illness.

He was co-owner of the C.R. Johnson Son drugstore on West McNichols. He is survived by his wife, Fylis; two sons, Douglas and Richard; two daughters, Elyse and Joan; his father, Samuel; two brothers, and a sister. Burial will be in Machpelah Cemetery, Ferndale. Earl Hayward, GM Executive Services for Earl Hayward, 74, retired General Motors Corp.

Zacchini, First 'Human Cannonball' Hugo Zacchini 77, the world's "human cannonball" who spent a lifetime enthralling circus crowds with his breathtaking finale. He performed his act more than 1,000 times throughout his 39-year career, barely escaping death several times. But he always returned to the circus after his bones mended.

Zacchini retired in 1961 because of his age. Died in San Bernardino, of a stroke. Harvey A. Beffa, 75, head of the Shriners' Hospitals for Crippled Children and former president of Falstaff Brewing in St. Louis.

Leonid Yakobsen, 71, one of the best known Soviet ballet masters who also did dance scores for films, most recently the Soviet-American film "Bluebird," shot this. summer with an all-star cast including Elizabeth Taylor and Jane Fonda; in Leningrad.
