By a'4-3 vote, the commission turned the problem of setting new allowable phosphate levels to the Legislature. The commission said the legislature should hold hearings and debate the matter since it involves "such major state policy." In sidestepping the issue, the commission ignored a recommendation of its own staff that the current level of 8.7 percent of phosphate in cleaning agents, adopted by legislation in 1972, be lowered to trace levels of not more than 0.5 percent.
