There are two pieces of legislation awaiting his review before Congress convenes at noon, and a staff advisor is anxious to meet with him. Grumbles from other staff members signal that the sometimes hard-to-please Diggs could be in an unpleasant mood. He has had an exceptionally heavy work schedule this week, which included a trip to Detroit Unlike his Detroit staff, which is composed mostly of long-time loyal friends, the 30-person Washington staff is internally competitive, each member vying for his attention.

When he enters the office, he greets his guests and directs them into his office. He is the quiet power broker. "Charlie is one of the most effective legislators here and he has one of the more difficult jobs," said Rep. Gilbert Gude, who has served with Diggs on the House District Committee for 10 years. As chairman of the committee, which oversees operation of the District of Columbia, Diggs is the only black representative to head a full committee.

And though his position was slightly diminished when the district was granted home rule in 1974 (he was a strong supporter of home rule), his authority, according to colleagues, is strong. "The D.C. committee was a real hornet's nest when I first came here," said Gude. "The committee was not sympathetic to the city. But now that's different and Charlie has been responsible for the change in attitude."
