124 No. 252 How You Can Save Money On Your Income Tax Seven Cents Installment Plan Interest Charges Are Deductible mcarasua BY SYLVIA PORTER To save money for yourself, now is the time when you, Mr. and Mrs. America, should be filling out your 1954 income tax return. These are the days when the nation's top tax experts are working on the returns of the "big boys." For they are too smart to wait until the April 15 deadline for settling up and thereby to risk in the last-minute rush overlooking ways they can cut their 1954 tax debts to a legal minimum.

Tacho" Somoza and "Pepe" Figueres hate each other's guts. I visited Somora in Managua and Figueres in San Jose last summer. Both bent my ear with bitter comments about the other. It is reasonable to suppose that each is jealous of the other for qualities which he himself lacks. Figueres is an egjjhead intellectual.

He does a lot of lecturing in this country as a professional liberal, and is the darling of the non-Communist left wing crowd in New York, particularly of Adolph A. Berle, former assistant secretary of state. Figueres' friends in the United States see him as the symbol of democratic liberalism in Latin America. They would like to see him succeed, if only to convince Washington that we don't need Latin American dictators for friends. FIGUERES IS a proud little man, who wears elevator shoes to compensate for his short stature.

In an environment where muscles are synonymous with virtue, it is quite probable that Figueres hates "Tacho" Somoza for his virility, as well as for his politics. Somoza is a mugh, tough guy, who could whip any man in Central America, with his fiits or with a pistol. In a personal encounter with President Figueres, he would I undoubtedlv tear off "Pepe's" Mrs a9 though he were peel- ing an artichoke. Col. Rodolfo Quiros. chief of staff of the civil guard, said the Government forces battled "perhaps 75 to 100" members of an airborne group that took over Villa Quesada. It is about 40 miles from the Nicaraguan fron tier.

Th Costa Riran Gnvernment charged "active aggression" on the part of Nicaragua and said it experts "to receive mili tary aid" from the nations of this hemisphere to "repel forces of invasion." Nicaragua said the accusations wer foolish. In Washington the Council of the Organization of American States ordered an immediate, on-the-spot investigation of the old conflict between Costa Rica and Nicaragua. The United States. Brazil, Mexico, Ecuador and Paraguay will compete an investigation committee representing the 21 American republics. The committee hopes to leave Washington Wednesday.

STATE DEPARTMENT officials declined comment on a report Costa Rica had asked for military help, and the Costa Rican Embassy said in Washington Costa Rica "has not asked the United States for unilateral military assistance." President Jose Figueres of Costa Rica blamed President Anastasio Somoza of Nicaragua for the invasion. He did not identify the attackers. President Somora denied In a radio-telephone interview in Panama City that Costa Rica has been invaded from his rountry and called Figueres a -liar." "Figueres doesn't know much about the geography of his country if he thinks any invaders could cross overland through that jungle," said Somoza. He accused Figueres of trying to "make international trouble out of nothing with a bunch of lies before the Organization of American States." MARIO ESQITVEL, foreign minister of Costa Rica, said Costa Rica "expects" military assistance in accordance "with the mutual assistance treaty." adopted by the American Republics in 1917. Costa Rira officials said a brek in relations between Costa Rica and Nicaragua appeared imminent.

Costa Rica said several villages in Northern Costa Rica had fallen into anti-Government forces. Quiros said contact was mads with the anti-Government elements at Rio Peje. a village near Villa Quesada. and that the opposing armed units had advanced to Penon Del Peje. about five minutes' walk from Villa Quesada.

Quiros said he did not know how many men made np the opposing force or who leads them. He asserted, however, the real leaders are former President Teodoro Picado and his predecessor, Raphael Cal-dernn Ouardia. The Picado regime was ousted in 1943. Quiros said a clandestine radio station had been heard "incitir.g the people to revolt and sabotage." but that the remainder cf the country remained quaet. from the President He Bungles One Holdup, Then Gets $10 The holdup career of Pvt.

Detectives said he admitted trying unsuccessfully to rob a jewelry store at 1238 Griswold and getting $10 from another store at 2032 Grand River late Tuesday afternoon'. -I HAD TO have the money you will find vital hints designed specifically to save you money, time and trouble. Interest Charges Can I deduct the.

interest charge on an installment purchase I made last year? Yes. The 1954 tax law finally made this clear. You can deduct that part of the carrying charge which represents interest. If the interest charge is not definitely stated, you can deduct interest equal to 6 per cent of the average unpaid balance of your loan during 1954. As as example, if you bought a washing machine on the installment r.lan 1954, ask the company from which you bought it to give you your average unpaid balance on your loan during the year.

Take 6 per cent of this and that's your tax deduction. Last year, in order to supplement my income, I worked for another employer. My regular employer" deducted my maximum of $72 for social security and my second boss deducted $'0. I overpaid on social security, therefore. How do I get this This is something of importance to millions today but few know what to do about it.

Add the overpayment to the taxes withheld from your paycheck which you enter on page one of your tax return and mark it "FICA overpayment." This way you will automatical- 1' Set your refund at once. Sales Taxes I have not kept any record of the sales taxes I paid in 1954. Can I estimate them? How do 1 do this? Few taxpayers do keep this sort of record even though it would help them so much at taxpaying time. However, the Government will allow you to 'deduct a reasonable total for sales taxes you paid, so estimate them. How? Figure out how much of your total income you spent on items subject to sales tax in 1954.

Then multiply what you spent by the percentage of sales tax and you'll know what you paid in sales taxes. For instance, if you spent 53,000 on taxed items last year and the sales tax in your city is 3 per cent, your deduction would be $90. (If your deduction is large, be sure you have records to prove it.) Car License Can I deduct what I paid for my car license In 1954? Yes, this is a tax, and do not forget to deduct it. And if you bought both your 1955 and 1954 automobile licenses in 1954. deduct what you paid for both.

Also do not forget any city stamp tax. Senate Majority Leader Johnson Tex.) said immediately he favored a. ralsa for Government workers but questioned the advisability of increasing postal rates. This appeared to be the view of many congressmen. A major aim of the Administration's plan, the President said, la'td bring average Government pay and benfits more in line with standards prevailing in private industry. Mr.

Eisenhower vetoed a similar pay raise last August because the bill passed by Congress failed to provide revenue, including higher postal rates, to meet the increases and because he said it did not correct "inequities" in pay rates. HE PROMISED at that time to send another recommendation to Congress this year, including a program of increased benefits for members of the armed forces.
