DETROIT FREE PRESS Tuesday, April 1, '75 11-A Nuclear Power Plant Resumes Operations Sunday and the utility began feeding steam into the turbines for test operations Monday. A spokesman at the Jackson headquarters said nearly full operations could be resumed in about one month. The Palisades plant, com SOUTH HAVEN -(UPI)-Consumers Power Co, has repaired radioactive leaks at the Palisades nuclear plant on Lake Michigan and is producing electricity for the first time in six months. THE SURPRISINGLY harsh punishment for the Jews was more severe than that set down by the article of the criminal code under which they were charged disrupting public order. Under the article, conviction can bring from one to three years in prison. The sentence, therefore, seemed to corroborate claims of Jewish sources that authorities are in the midst of a crackdown on Jewish activists.

The sources said in recent weeks the secret police have threatened them with prosecution on anti-state charges if they continue in their campaigns to emigrate. One said he had been threatened with induction into the Army. A long Tass dispatch about the sentencing also seemed to back up the fears of Jews that Nashpits and Tsetlyonok were used as examples to warn ofther Jews against continuing to agitate for the right to emigrate. Nashpits and Tsetlyonok were arrested Feb. 24 while they and five other Jews conducted a peaceful demonstration in Moscow for the right to free emigration and freedom for Jewish political prisoners.

producing 700,000 kilowatts of power, would provide about 12 percent of total electrical power needed by Consumers. It reached capacity for only short periods and has been virtually shut down since August 1973, when radioactive leaks were discovered in one of the steam generators. The plant, which cost more than $150 million to construct, resumed operations for a short time last October, but then was taken out of service again to allow retubing of both sides of the main steam condenser, an operation involving replacement of approximately 27,000 tubes. A company spokesman said the Palisades plant will be brought up gradually to 20 percent of its capacity and then increased two to three percent a day until it reaches 600,000 kilowatts by early May. Full power won't be possible until final approval is given by the U.S.

I Ex-Patient Faces Trial in 2 Rapes A 28-year-old Detroit man who was released from Ionia State Hospital two months ago was ordered Monday to stand trial in the rapes of a young pregnant mother and a 23-year-old medical assistant. Recorder's Court Judge Dalton A. Robeson ordered Ronald E. Manley of 6666 Floyd held under $200,000 bond in the Wayne County Jail pending trial in the two cases.

Trial dates were not set. Also bound over for trial with Manley in the rape of the medical assistant was Tony Verge, 24, of 211 Leicester Court. Verge was held in the Wayne County Jail under $25,000 bond. MANLEY WAS ARRESTED March 19 near the Professional Plaza Medical Center, 3980 Woodward, after the rape there of the medical assistant. Manley is also accused on five counts in the rape of a woman eight months pregnant on March 18.

She was kidnapped on her way home from the Ice Capades show at Olympia Stadium with her five-year-old son. On Jan. 3, 1974, Manley was found innocent by reason of insanity in the rape of a woman in 1972 in an alley near Park and Temple. At that time Recorder's Court Judge Joseph E. Maher ordered Manley committed to the care of the state Department of Mental Health.

Police said Manley was treated at the state Center for Forensic Psychiatry in Ypsilant and Ionia State Hospital before being released last January. A brother and sister, Tico and Taco, are looking for a home. They're five-week-old mixed cockapoos, waiting at the Anti-Cruelty Association, 13569 Jos. Campau. The association does not allow puppies younger than three months old to go into a home with children under age five.
