House Kills Donation To World Bank Fund New York Times Service WASHINGTON The House of Representatives Wednesday abruptly killed the administration-sponsored bill for a new contribution to the World Bank to aid the economic development of the world's poorest countries. The proposed contribution would have been $1.5 billion spread over four years, out of total contribution from the richer countries of $4.5 billion. The bill to authorize such a contribution was defeated by a vote of 248 to 155.

Only 47 Republicans supported the bill, while 150 voted against it. The Democrats split much more closely, with a 108 for the measure and 118 opposed. A MAJOR factor in the House vote was growing disillusion with foreign aid in general, particularly at a time when there has been a squeeze on many federal domestic programs. But the mass desertions by the Republicans led one congressional staff expert to remark: "Clearly the president's people didn't do their job." Another key factor. in the vote was the announcement by Rep.

George H. Mahon, chairman of the Appropriations Committee, that he would not support the appropriations of funds for the new contribution if it were authorized. The bill, he noted would provide for a higher level of U.S. contribution, through a smaller share of the total, than in the current contribution schedule, which expires at midyear. In the background of the problem is the overwhelming impact of higher oil prices on most less developed countries.

The World Bank has calculated that for a group of 41 of these countries the additional oil import bill this year will exceed the entire amount of foreign aid they will receive. Rep. Wayne Hays, D-Ohio, a Schools' Arbiters Run into Problems Reaching a decision on teacher salary and class size for the Detroit school system is taking longer than expected, the chairman of the arbitration panel deciding those issues said Wednesday. William Haber, a University of Michigan economist, said the reason was the long series of hearings required and the difficulty in getting the three panel members, lawyers and witness together for each hearing. THE DETROIT Board of Education and the Detroit Federation of Teachers agreed at the close of the school strike last October to let an arbitration panel settle the teacher salary scale and class size.

senior member of the House, cited this situation in urging a vote against the bill. He said money would flow out of the United States, through the world Bank to the poor countries, and would wind up in the coffers of the oil- producing Arab countries. Secretary of State Henry Kissinger and Secretary George Shultz promptly issued a joint statement denouncing the House action. They said: "This money formed part of an equitable shared effort among all industrialized nations to provide the capital and know-how to help the poorest of developing countries. TV Control By Papers Criticized WASHINGTON (AP) President Nixon's latest nominee to the Federal Communications Commission said Wednesday he would oppose allowing a newspaper to buy a broadcast station in the same market.

The nominee, James H. Quello of Detroit, told a Senate commerce subcommittee the federal government faces a tough problem in deciding whether newspapers that already own TV stations in the same area should be required to sell them. "I'm not sure that divestiture is in the public interest," Quello said as the subcommittee opened at least six days of hearings into his controversial nomination. But as for newspapers wanting to buy into television in the same market, Quello said: "No. Let them find another owner." THE JUSTICE Department has begun challenging multimedia combines, seeking to force newspapers to dispose of TV radio properties they own in the same market.

In addition to Haber, the panel includes atorney John C. O'Meara, who represents the school board, and Bernard Klein, professor of political science at the University of Michigan's Dearborn campus, who represents the union. Haber said. the panel already has held 10 hearings, eight of them lasting nearly a full' each. Another four to 'six days of hearings will be necessary, he said, and then the panel will have 30 days in which to review the 1,000 pages of transcript and make its decision.

The panel can set any class size and salary it chooses, and the decision will be retroactive to the beginning of this school year. Train Hits French Soldiers Marching in Tunnel, Kills 8 CHATEAU THIERRY, France (AP) Sixteen French soldiers on an unauthorized midnight march through a railway tunnel were run over Wednesday by a train. Authorities said eight died; three of the eight survivors were seriously injured. The survivors were reported by police to be in such a state of shock that they were still incoherent 12 hours after the accident. The soldiers were walking in single file through the pitch-black, 400-yard-long tunnel when the train, rounding a curve, smashed into the column.

Railway officials said there was barely a foot of clearance between the train and the tunnel wall. COMING!
