DETROiT FREE PRESS Sunday. July 29 Part One 9 Tax Decision REAL ESTATE NEWS AND VIEWS NHA Establishes New Home Building Policies BY COL. HENRY II. BURDICK As a step toward the goal of 400,000 new homes to be started In the next 12 months and further objective of discontinuing rriorities control by the end of this year, the War Production Foard and National Housing Agency have announced new policies governing building construction. Prior to the new NHA order, fl i' Home Design No, 1 1 'jiJB JO to 3-u Rcon I effective July 16, permittee housing construction was grouped under three classifications known as K-l.

H-2 and H-3. all of them subject to Conservation Order L-41, which placed priority restrictions on use of building materials. The II-l, or war housing pro-; cram, baaed on locality quota, had a price celling; of $6,000, including lot. This program is nearing completion. The H-2 program was designed to relieve situations of extreme hardship Li communities resulting from lack of housing accommodations not related to essential war vorkers or eligible distressed families of servicemen or veterans of World War II.

I IN THIS category locality quotas were established and a $6,000 price ceiling also was set. Recently the ceiling was raised to $8,000. Petroit area was assigned 5,000 H-2 units, all of which have been authorized. To establish profit or "loss, the Court held that under the Michigan statute the former owner's "continuing1 interest" entitled him to add the amount of the original investment in the property to the price paid for it at the sale in computing its -cost basis. THE F. P. E. Noteholders Corp.

petitioned tlie court to disallow a ruling- of the Collector of Internal Revenue excluding the original amount paid for "right to redeem" the Chesterfield Farms (now Anchor Bay Horbor subdivision). According to Kurt J. Kremlick, attorney for the petitioner, this decision will affect many pending cases. Former owners, in like circumstances, will be entitled to ile amended income tax returns and claim the benefits under it, he asserted. Satelite Community Outlined The Detroit metropolitan area presents many advantageous opportunities to develop small satelite communities. This was pointed out by Leonard P.

Reaume, president of Reaume Silloway, Realtors, at the last meeting of the season of the Detroit Real Estate Board brokers division. Drawing on the experience of his firm in the development of Pittsfield Village, a parklike community of 422 apartment homes located between Ann Arbor and Ypsilanti, he outlined the necessary steps involved in the selection of site and plan of development, financing, construction and management. STUDIES were made of the Detroit housing situation, tax assessment formulas, transportation, rental schedules, shopping and school facilities, he said. Reaume particularly emphasized the desirability of creating a country-like atmosphere with various sized units arranged around small private parks in contrast to the ordinary checkerboard type of subdivision with its consequent building of homes on small lots. Careful selection of tenants and friendly management were other important factors mentioned by Reaume.

if. LivinG TOfl-ijALL. Acmmes Educational Plan Proposed by Managers An educational campaign through the medium of newspaper advertising to acquaint owners of income property with the advantages of professional property management services was proposed last week at a meeting of management firms. Howard L. Bliss, head of the property management department of Homer Warren advanced the suggestion.

"Even when the individual owner does not figure his personal time worth anything at all," Bliss pointed out, "he still is losing out on definite advantages offered by firms which specialize in this work." AMONG the expert services made available by professional management "firms cited by Bliss are: Properly maintained tax records, correct handling of OPA rent control and other Government regulations, knowledge of essential repair and maintenance work and its economical cost, and selection of reliable contractors. "Everything concerned with the ownership of income property today," Bliss said, "is more complicated and takes more time and skill to handle than it ever did. "Yet owners who appoint management firms to take care of their property are free from all this detail and they are able to derive a better, income from their real estate than from any other type of investment having comparable security behind it." DON'T FORGET one or two exterior electric outlets for Christmas lights and other uses in planning your postwar home. secure other suitable homes, a third classification known as H-3 was created. No price limit was pt.

Veterans and evicted tenants ere given liberal consideration. UNDER THE NEW order, the H-2 and H-3 programs have been considerably shaken up. The modifications are considered a trial step away from priority controls. At the same time they tighten up restrictions under the personal hardship provisions. The vv setup divides H-2 housing Into and classifications.

This change, according to Herbert U. Nelson, executive vice president of the National Association of Real Estate Boards, represents a reversal of policy since last spring when FHA offices were encouraged to be lenient in admitting H-3 personal hardship applications for persons living in unsuitable "VVPB OFFICIALS now say," Nelson asserted, "they find -abuse of this practice and intend to curb all construction granted under personal hardship by applying the H-2 pricing and programming controls." Only housing for veteran and replacement of destroyed housing are left under H-3. A rough quota will he set to hold down the new H-2(C) permits, Nelson stated.

Under the latter, hoped for construction is placed at 32.000 units this year and units in the first half of 1946.

According to Nelson, NHA plans to administer the first batch of the 32,000 unrated construction certificates as follows: 25,000 to be apportioned among the 62 state and district offices of FHA, which will set local quotas in their respective areas for communities with no H-2 priority quotas. The remaining 7,000 certificates will be held in reserve as a national pool for emergencies or special needs which may arise.
