In 81 per cent of the cities appraisals were too. low to warrant home loans to veterans under the GI Bill of Rights. Eighty-two per cent of the cities, Including Detroit, reported that returning veterans who want to buy homes are unable to find available houses at prices they can afford to pay. Nor are there any rental units obtainable.

WITH THESE FACTS before Summer, traditional season' for home repairs, made necessary by the rugged weather of long winter months, is an especially opportune time for such work this year, home maintenance experts point out. Despite the fact that needed hom repairs are permitted under wartime building restrictions, there has been a tendency among home owners to postpone them because of preoccupation with war work or other reasons. As a result, maintenance experts say, a great many persons are faced with repair projects which should be undertaken this year to prevent costly deterioration. WISE HOME owners make a thorough check of their homes, exterior and interior, at least once a year. By doing the job this summer home owners also will avoid the fall rush with its wartime delays in obtaining material and labor.

Careful inspection should be made of the roof, roof flashings, chimney, gutters and downspouts, sidings, exterior paint. Interior plastering and paint. ceilings, stairways and moldings. Attention also should be given to the heating plant and electric wiring. Rarely will such an examination fail to disclose some point that requires repairs.

Foley, in making the announcement, said FHA was taking the action in co-operation with other Federal agencies responsible fdr maximum conservation of heating fuels. UNDER the "summer plan" home owners may obtain FHA-insured loans now, make their installations and begin repaying the loans as late as next Nov. 1, providing the entire proceeds are used for application of insulation, storm, sash, weatherstripping and other specified fuel conservation measures. Most of the installations provided for under the plan may be undertaken without authorization from the WrB. Commissioner Foley urged home owners to undertake fuel conservation measures on a cash basis if they are able to do so.

The "summer plan," he emphasized, is intended to assist those unable to "pay for such improvements in a lump sum. A salient and timely point of the report was that public construction must not be permitted to compete with private building for materials and equipment until the construction industry returns to full peacetime capacity. Continued efforts on the part of Realtors and builders will be made to insure impartial consideration of these proposals, it was said by Edward F.
