From other sources it was learned that a tentative decision to suspend some of the assistance has already been made but final decisions on what should be cut off are still being debated.

The reason for the United States action, officials said, is dissatisfaction with President Tito's recognition last week of Communist East Germany, and questions raised here as to whether Tito is moving back into the Soviet orbit again. Most top United States officials privately take the line that Tito probably does not intend to abandon his position as an independent Communist leader, free of Moscow dictation.
