WASHINGTON (AP) Without comment the US Supreme Court refused to consider an appeal from a Jefferson County man who claimed that his car was im properly searched by narcotics officers Narcotics officers from the Jefferson County department acted on a tip and watched a house on Cento Point Road The officers saw Larry Wayne Box take plastic bags filled with an unknown substance away from the house court papers said On Nov 17 1979 Box drove up to the house looked around in the weeds nearby and returned to his car carrying small plastic bags containing a white substance the petition to the high court said Police stopped the car and found the bags in the open purse of a female passenger according to the court The bags were found to contain cocaine Box was convicted of possessing cocaine not require any such reimbursement conclude that the board need not order reim bursement because its conclusion that (labor law) policies would not be effectuated by such an order is Justice William approves a rule change today that would reduce the number of represen tatives who vote on parimutuel gambling bills Currently all members of the House must vote on parimutuel gambling bills The rule change proposed by state Rep red Horn of Birmingham would allow only represen tatives from the affected county to vote on a dog track Debate on the rule change may highlight the final day of the new organizational session which was supposed to end with a speech by Gov George Wallace Political tradition calls for an incoming governor to tell the Legislature about the problems but press secretary Billy Joe Camp said Monday the governor had decided not to address the Legislature Instead Camp said Wallace will send a written message to the legislators asking them to cooperate with him in facing up to the economic situation Wallace may also tell the legislators when he plans to call a special session for them to consider reapportionment Camp said A legislative committee has asked Wallace to start the special session Wednesday because a federal court in Montgomery has given the Legislature until March 1 to draw new House and Senate districts and get them approved by Justice Department The Legislature must devise new districts every 10 years to reflect shifts in population but the Alabama lawmakers have never completed the task Each time the federal courts have taken over and the they are threatening to do the same thing this year In the House today Horn will ask the representatives to return to their old policy on bills legalizing parimutuel gambling Under plan such bills would be considered Until 1980 the House treated dog racing bills that way but it changed the rule to make such legislation harder topass Citizens' groups in Jefferson and Macon counties have proposed dog the inauguration of Gov ob James four years ago ceremony marking the fourth term of Gov George Wallace reflected the belt tightening most Alabamians are ex periencing in one way or another Wallace decreed that no parade be held because of the hardship traveling to Mon tgomery might impose on participants There were no shiny marching bands no inaugural ball paid for out of the state coffers In fact most everything from the inaugural program to the flat bed trailer used for the press corps came from private donations Perhaps as a sign that times are indeed worse than they have been for a long while fewer of the common folk Wallace holds so dear attended the inauguration than did four years ago Clear blue skies and cool but pleasant temperatures helped foster some cautious optimism in the rhetoric flowing from the platform on the capitol steps Despite the hope that seemed to emanate from the occasion the picture painted of the present by Wallace and others who spoke was a gloomy one The plan espoused for the future was one of hard work and sacrifice measured by a certain esprit de corps that Alabama can rise to the challenge Certainly the top newly elected officials in that can't be reached if we work Gromyko Rejects BONN West Germany (AP) Soviet oreign Minister Andrei Gromyko today rejected the US proposal for limiting in termediate range nuclear missiles in Europe but said the Kremlin was prepared to destroy some of its rockets as part of a deal with the West answer is no This is impossible We can under no circumstance accept this zero Gromyko told a news conference on the second day of his visit to West Germany However Gromyko said the Soviet Union is willing to destroy some of its medium range nuclear missiles aimed at Western Europe as part of an arms reduction agreement have said in the (Geneva) negotiations some of the missiles could be destroyed others could be transported to other parts of the Soviet Union where they could no longer reach the countries of Western Gromyko said PersonnelBoard Approves City Reorganization By JIMMY SAILORS Eagle Staff Writer Despite the opposition of at least two department heads the personnel board approved a reorganization of the city government that would delete two positions arid create two others The city position would be dropped and those responsibilities would be delegated to City Manager Dale Cunningham City Clerk Larry Muench would be ap pointed director of operations for the city The changes have to be approved by the city com mission before they can take place Personnel Director Jim Owen said He said the items could be on the agenda within two weeks City Engineer Gary Martin told the board yesterday the appointment would create a powerful post to which the city manager could delegate certain responsibilities Martin said the new position would be more than an assistant to the city manager He said it would be like having another city manager The news of the reorganization was a surprise to the department heads when it was presented to them last riday Martin said Com missioners had placed the item on the personnel board agenda after it was discussed in a closed doors meeting last week during their weekly administrative meeting Police Chief Kater Williams said the reorganization was explained differently to the department heads than the way it was presented by LAUREN LOWERS Eagle Staff Writer MARIANNA A banker missing since last week is safe in Tallahassee today ac cording to officials at the irst Bank of Marianna Warren Sanchez who mysteriously disappreared Jan 10 called the Jackson County Sheriff's Dept over the weekend Sanchez told Sheriff Johnny McDaniel Saturday afternoon that he left of his own free will and would be home in a few days would be a position that would have authority over the department heads Other changes the reorganization would bring about include dropping the comptroller's post and replacing it with an appointed financial director The new Department of Budget and inance would be headed by the financial director and include the accounting data processing meter reading utility collection and business license divisions The assistant city clerk and two clerks in the same office would be reporting to the city manager Other functions of the administrative depart ment which would be deleted would be
