The Navy, embarked on a multimillion-dollar program to reduce racial strife among sailors, has commissioned its first ship ever in honor of a black enlisted man. At a ceremony here in the naval shipyards, a destroyer escort was named for Doris (Dorie) Miller, a World War II hero and the first black to win the Navy Cross for gallantry. The commissioning of the USS Miller marked the third time in Navy history that a vessel has borne a fallen black Navy man's name. The other two were named for officers.

DORIE MILLER, who was born on a small Texas farm, became a hero on Dec. 7, 1941, the day of Japan's surprise attack on Pearl Harbor. He took over an unmanned machine gun and shot down several enemy planes. In his memory, the Dorie Miller Foundation was established 26 years ago in Chicago to keep alive the names of black heroes. Ironically, the foundation was not represented at the commissioning, even though 32 members of the black press were flown here from Chicago by the Navy.

The Rev. Elmer L. Fowler, organizer of the foundation, said he was not informed of the commissioning until last Thursday two days before the Saturday ceremony and "it was impossible for me to get away on such short notice." Dorie Miller won the services' highest award for bravery under fire while serving as a galley worker aboard the battleship West Virginia at Pearl Harbor. WHEN HIS ship's captain was wounded, Miller rushed to his aid and pulled him to safety. Then he took over a machine gun and, though utterly untrained in gunnery, like every other black in the Navy at that time, he knocked several attacking planes out of the sky.

Miller was killed Nov. 24, 1943, when the aircraft carrier on which he was serving as a mess attendant was torpedoed by a submarine. He was promoted posthumously to petty officer second class. The commissioning of the Miller was not the first time that the Navy has honored this hero of Pearl Harbor. On Dec.

7, 1971, the Great Lakes (111.) naval base service school command's new bachelor enlisted quarters omplex was dedicated and named in his memory. The USS Leonard R. Hariri (now decommissioned) and the USS Jesse L. Brown, commissioned Feb. 13, 1973, are the other Navy ships named in memory of blacks.
