i pt 'r 1 DETROIT FREE PRESS Wednesday, Julv 18, 73 U-A Fiji mm TFTF II Straggler Wants to Slay MANILA (UPI) The Japanese embassy asked Tuesday that a World War II sailor listed as killed in action but tracked down by his brother 28 years later be allowed to remain in the Philippines with his wife and family for "humanitarian reasons." An embassy spokesman said the Initial Philippine government response on behalf of Ryoki Miki, 50, a former senior seaman in the Japanese Imperial Navy, appeared favorable. Ryoki's brother Sozo, 55, found him in Davao province in the southern Philippines, about 600 miles south of Manila, where the former sailor has been living with his Filipino wife and family, Japanese ambassador Toshio Urabe said. Urabe said Sozo had refused to believe Ryoki was dead and had spent 28 years looking for him. Two other brothers, including his twin, Sekizo, and two sisters flew in Tuesday by chartered plane from Nagoya, Japan, to try to see Ryoki. 11 1 HS'L, -ft.

Oakland Prosecutor Sets Smut -y Guidelines L. Brooks Patterson If BY DAVE ANDERSON Fret Prow Staff writer Oakland County Prosecutor L. Brooks Patterson said Tuesday that if a book or movie tries to turn you on, it may be in legal trouble. Only Patterson put it in more technical terms. In his new guidelines for the county's adult entertainment industry, he defined hardcore pornography as "the graphic description or depiction of erotic behavior designed or intended to stimulate sexual excitement." Patterson added that while he has no Intention of becoming 1 "a county-wide art critic" or "assuming the role of a censor" he will prosecute businessmen who do not follow his guidelines after they have been warned once.

PATTERSON SAID he had no plans for going after magazines like Playboy, movies like "Last Tango in Paris," or e'en books like Ulysses which are considered serious attempts at art, even though they may be sexually arousing. "We are mainly concerned with the depiction of acts such as intercourse, felatio, cunnilingus, sodomy and masturbation," he said. Patterson said he established the guidelines to assist adult entertainment businessmen in avoiding arrest and prosecution under a U.S. Supreme Court decision handed down last month. He warned dealers that the sign "adults only" will no longer provide protection as it did under earlier court rulings.

IN ITS DECISION, the U.S. Supreme Court ruled that obscenity law may only regulate works depicting "sexual conduct," and that conduct must be "specifically defined" by statute or "authoritatively construed" by appellate courts. Legal scholars have voiced the opinion that Michigan's pornography laws are not specific enough to meet this test. The amendment was first approved 49-48. Agnew then cast the tie-breaking vote his first since he took office In 1969 to block a possible reversal of the result when Sen. Alan B. Cranston, a pipeline foe, showed up after missing the original vote. Sen' Robert P.

Griffin, voted for the bill, for the amendment and, with Agnew, against reconsideration of the amendment. Sen. Philip A. Hart, voted the opposite side in all three cases. AFTER THE VOTE, Jackson said that it reflected "a real sense of urgency in the country." But he warned that the Gravel-Stevens provision could lead to a "wholesale breaking up of the national environmental protection act" by setting a precedent for further exemptions.

Sen. Walter F. Mondale, a leading foe of the Alaska route, charged o-ments before the final vole that the State Department had deceived the Senate on the question of Canada's willingness to have the pipeline built there. Continued from Page IA miltee, argued that the Alaskan oil was urgently needed to meet American energy needs. Without it, they said, the United States would be increasingly dependent on imported petroleum, opening the way for "blackmail" by foreign leaders and adding to the country's international a y-ments deficit.

Jackson, Sen. Ted Stevens, R-Alaska, and others charged that the opposition was led by "environmental extremists" who claimed to favor an alternative route across Canada but actually opposed any development of the Alaskan oil fields. STEVENS and Sen. Mike Gravel, D-Alaska, sponsored 1 lie amendment declaring that the pipeline meets federal environmental standards, thus barring a suit by the Wilderness Society and oilier conservation groups which have held up construction for more than three years. Jackson, who opposed the amendment, warned that it would not head off litigation, since opponents of the pipeline could now go to court to challenge the constitutionality of the Gravel-Stevens provision.

In that case, Wall said, the doctor is advised to have a chaperone present during any examination. The idea of the "passion file" is io keep evidence on hand in case any woman subsequently brings charges against a doctor. Wall said the lovestruck patient with a fantasy love affair with her doctor was almost entirely a middle-class phenomenon and that the file "reflects a lot of puzzled and disconcerted doctors and a lot of unhappy patients." One woman whose fantasy is now deposited in the file went so far as to send her doctor a photograph of her young son plus a note saying she had told her husband "all about their love affair." She had Included the picture, she said, so that the doctor could note the strong resemblance between himself and the son. Continued from Page 1A doctors and their patients are handled very sternly by professional bodies here, with the doctor often barred from practice. SOME MEDICAL people have been pressing for some moderation in the strict rules and penalties as more and more women seem Inclined to bring charges of misconduct.

Dr. Philip Addison, secretary of the defense union, said that "we have hundreds of letters from such women" and that most of them follow the line that "I fell in love with you the first time 1 saw you and cannot get you out of my mind." Dr. John Wall, assistant secretary, said doctors who get such letters "treat them like a hot potato" and are advised to shift the patient to another doctor immediately.
