"It Is entirely possible that, should the war last that long, we will have an aggregate debt of approximately $150,000,000,000 by the middle of 1944.

It may eventually run to $200,000,000,000, or even higher, depending upon the speed and energy with which we can turn our maximum powers upon the enemy. "Whatever the cost of victory may be, the American people are prepared to pay it. War Is never cheap but it is a million times cheaper to win than to lose." Schram said he was "equally confident that this system, permitted to function freely, will be found entirely adequate in the post-war crisis. We will not have won the war if, in defeating the forces of aggression, we permit our free institutions to be wrecked or undermined." Asserting "it is absurd to talk about our economy becoming less capitalistic" after the war, he added: "Our post-war economy will require, as its basic prerequisite, enormous amounts of the savings of the people to capitalize future economic progress. "I have never looked upon Government spending, whether for war or peace-time needs, in any-sense other than as 'economic blood Schram said the Nation's war production "is surpassing what were regarded as extravagant estimates only a short time ago.

The animosities, the intolerances and the prejudices which formerly divided us and poisoned us are fast evaporating as we focus our attention upon the menaces and threats of our enemies." OPA Releases Sugar Forms ior Dealers Br the Associates' Treat WASHINGTON, April 13 The forms on which more than one million sugar retailors and wholesalers will register at high schools throughout the country on April 28 29 were released today by the Office of Price Administration. The registration will take place on the first two days of the seven-day period in which household consumers will register at public schools for war ration books. Sugar sales will be halted at midnight April 27 for about one week to resume on about May for sales under the ration system. Distribution of the wholesalers' fend retailers' forms will begin at once. They are expected to be available in every locality through local rationing boards, several days before the registration.

The aim of the retailers and wholesalers' form is to assure equitable distribution of sugar by fixing an "allowable" inventory lor each dealer. The "allowable inventory is intended to be a reasonable working supply. OPA said registrars and ad Visers would be available at the high schools on the dates of registration to assist those needing help in filling out their blanks, but officials urged that the dealers fill them out in advance as far as possible, appearing at the hich school only for the purpose of signing and filing them. Each blank must be signed in the presence of the registrar.
