LOCAL ANGLES: Flip-flopping: Beginning Monday, Channel 2 (WJBK-TV) is switching the early morning time slots for "Rush Limbaugh" and the "CBS Morning News." That means the loquacious Limbaugh, whose show is going into summer reruns, will hurl his conservative political darts a half-hour earlier at 6 a.m. weekdays and the CBS newcast will air at 6:30.

Winning flight: "Tin Goose the History of the Ford Tri-Motor," produced by Dave Mustonen for CableVision Industries of Dearborn, recently won a Local Cable ACE award in the documentary "The Man from U.N.C.L.E.," mugging for the camera as our host. This is "the show that dares to take a bite out of the butt of crime," proclaims Vaughn. How clever. Can we put a ban on TV's use, overuse and abuse of the word Anyhow, as the brusque, wrapped-tight host of "Danger Theatre," Vaughn introduces two spoofs per half-hour episode. "The Searcher," starring Diedrich Bader as a motorcycle-riding sleuth, tries to combine "Fatal Attraction," "The Equalizer" and the slapstick of "Super Dave." Don't ask.

It doesn't work. But even the minimal chuckles it gets are more entertaining than "Tropical Punch," a thoroughly blah send-Up of "Hawaii Five-O" starring Adam West. Doesn't anyone realize that Jack 'em, Lord and "Hawaii Five-O" offered their own perfect self-parody? Adam West is no Jack Lord. And "Tropical Punch" is a heavy-handed comedy mess. But then, so is "Danger Theatre." One-and-a-half stars.

Owner General Electric continues to say NBC isn't for sale, which means only that the company hasn't gotten an attractive enough offer yet. No wonder: GE paid $6.3 billion for NBC and proceeded to engineer a remarkable string of management blunders that have driven down the value of the company to about $2.5 billion, according to Wall Street analysts. What's most intriguing about Cosby's efforts to acquire a network is he seems motivated to improve the quality of television. Nikki Finke reports in Vanity Fair that he is driven by what he sees as three sins: stereotyping of African Americans, the pervasiveness of TV violence and NBC's decision to cancel his sitcom, "Here and Now," that starred Malcolm Jamal Warner. Cosby had hoped that "Here and Now" would make a small contribution toward stemming violence by promoting a positive young black male role model; instead, it was relegated to a Saturday night, then canceled.

We're rooting for Cosby to take over NBC, if only because it would be fascinating to see what a commercial TV network would look like if the boss had a social conscience. couldn't have done it better. Don't blame Crier. Prime-time TV news magazines are among those least likely to question conventional wisdom. Their function is to confirm what everybody already knows.

And everybody knows that Reno, whose "2020" interview will air at 10 tonight (WXYZ-TV, Channel 7), is the star of the Clinton administration. It's been quite a ride for the ex-Miami prosecutor, who remains most famous for taking the blame for the bloody finale to the siege of David Koresh and his followers in Waco. Only in Washington could a star rise out of the ashes of disaster merely by admitting she blundered. Reno remains untested on the national level, as "2020" fails to point out in this thoroughly superficial profile. Reno-watchers have heard it all before the tales about her strong and loving mother, her commitment to social as well as criminal justice and the questions about whether she's a lesbian, Crier raises in Oprah-esque style.

"I'm probably just an awkward old maid with a very great affection for men," Reno replies cheerfully. Too bad she didn't tell Crier to mind her own business. Instead, Crier presses on: "You've never married or had children. Why? While pursuing such personal matters, "2020" touches ever so lightly on the meatier policy issues facing Reno. Reno's experience.
