For almost 50 years, Americans danced in the New Year with Guy Lombardo and the "sweetest music this side of heaven, first on radio and then on television. After Lombardo died in 1977, brothers Victor and Leibert, then nephew Bill tried to carry on. But, for New Year's 1980, CBS started "CBS' Happy New Year America" and went hopping from New York's Times Square to Las Vegas to bring in the New Year from coast to coast.

At 1 1 :30 p.m. Friday on CBS (Channel 2 in Detroit), host Donny Osmond will be joined by Jerry Lee Lewis and the cast of "Sophisticated Ladies" at New York's Waldorf-Astoria Hotel. Donna Mills will be in Times Square to report on the welcome to 1983. Anton will be host at the Las Vegas Hilton with Leo Sayer, the Moulin Rouge Dancers and Les Brown and His Band of Renown. In a taped segment, Gladys Knight and the Pips and Eddie Rabbitt will be joined by Disney characters at Florida's Disney World.

Bandleader Brown talked by phone from his home in California. How is the band business these days? busy. We just came back from a cruise to Mexico on the Pacific Princess, the ship they use on 'The Love but we weren't doing the TV show. "We have as much business as' we can handle but we don't play many public dates. We do private parlies, charity things.

We play concerts as backup with Frank Sinatra out here and we'll be playing for Mel Torme. This will be our fourth year on the CBS New Year show." Do people still like to dance? "There are very few of the old ballrooms left for big band dancing of course, there aren't many discos left either. We opened at Disneyland Christmas night and we find all ages dancing there. But, the bulk of our business is for people 45 and over. Touch dancing never really made a comeback.

Too bad, the kids don't know how much fun that is." Rock came close to killing the big band sound, didn't it? "The big bands went into a depression in the 1 950s. But, we were lucky. Other bands had to change their sound, adopt rock 'n' roll, but we didn't. They had to travel and do dance dates, but we were doing radio and TV and dance dates just on the side. We've had the Bob Hope Show to keep us going since 1947.

We were on other TV shows Dean Martin's, Steve Allen's. "We made 18 of the Christmas trips with Bob. We always traveled with a full band, 17 men. Starting with Korea in 1950, we were on all his trips. We went around the world three times.

Wherever there were GIs, we hit 'em Puerto Rico, Cuba." Do you still record? "None of the big bands and the big singers, like Tony Bennett and Andy Williams, have a recording contract. Frank Sinatra does but he's the exception. Count Basie doesn't have a contract. The Count records from time to time but, like the rest of us, it's for an independent company. "What's happened is that the record business is run by kids in their late 20s and they have'no idea what the big band business is all about.

There's the bottom line, too. If an album doesn't sell half-a-million or a million, they're not interested. A big band album would be lucky if it sold a hundred thousand." Is there work for musicians? "No and there are more musicians around now than ever before. More kids are interested. All these musicians come out of school and they can't find jobs.

They have to go into something else and play on the side. "I'd tell a young person to make music a hobby. Study it in college, but as a minor so you can earn a living at something else. Unless, of course, you're a musical genius. But even some of those can't pay their bills." By ROBERT REINH0LD New York Times EUREKA, Mo.

They came by the hundreds with faces etched with worry, resentment, anger and uncertainty. Why didn't anyone realize earlier that their town might be contaminated with toxic dioxin? What is the health danger? What would the government do for them? Would it buy out. their flooded and possibly poisoned houses? It was with these and countless other questions that more than 1,000 residents of dioxin-stricken Times Beach, came to the junior high school gymnasium in Eureka, two miles from their flood-ravaged homes, Tuesday evening to hear a panel of medical, environmental and political officials discuss their plight. Times Beach was trying to recover from recent floods when its problems were compounded by the news that a waste hauler had sprayed their streets with toxic dioxin-tainted oil a decade ago. The meeting ended as inconclusively as it began, for the main message was that little was yet known either about today's levels of dioxin, among the most toxic substances known to man, or about the long-term consequences of exposure to the chemical.

NO ONE yet knows how many towns in Missouri and other states have been contaminated. But enough was known Jocally to warrant caution, said Dr. Henry Falk, an epidemiologist from the Centers for Disease Control in Atlanta. "It may not seem as immediate as the devastation of the flood, but we should all understand the potential hazards of not handling dioxin properly," he said. He said dioxin was believed to affect the skin, liver and the immune system.

He urged all to minimize their exposure, ideally holding off cleanup until a new round of is completed. Earlier, state and federal officials were in the town making preparations for the soil tests. The hope is that the flood left the toxin undisturbed in the road ditches, where it could be dug up and carted away. The fear is that the poison was stirred up and spread over everything. THE TONE of the meeting suggested the residents, many of whom scoffed when the Centers for Disease Control advised them to leave town last Thursday, had begun to take the threat more seriously.

They applauded lustily when Laine Jumper, a resident, demanded that the government buy the homes. Jumper charged the federal government had known since 1974 dioxin had been spread by Russell Bliss, the waste hauler, and had not until now tried to trace it. "They should take responsibility for our families. Everything most of us have is tied up in this town. They should buy us out.

They should give us a chance to restore our lives," he said. Dioxin is produced as an unwanted byproduct in the manufacture of herbicides and other chemicals. THE DRAMATIC high point of the session occurred when a young man came to the microphone and identified himself as the truck driver who unwittingly sprayed the then-unpaved streets of Times Beach with contaminated oil as an employe of Bliss. The man, David Cobert, felt his own physical and mental health had been undermined by contact with the substance. "I used to drive for Russell Bliss I sprayed the streets of Times Beach," he said, adding, "I was just doing my job.

"I feel I have been affected in a lot of ways," he went on. "I hope they get out of Times Beach. That's about three times the price of some other unusual ice creams produced by Gourmandises de la Charlotte, a little company run by a restaurant owner in northern France who made Monier's idea a reality. Monier is coy about the details of the recipe, but it does contain truffle chips and juice from cooking the truffles.

Truffles grow among tree roots in areas of southern France and northern Italy, and nowhere else. They range in size from a walnut to a small potato. They are found in a two-month season by pigs or dogs trained to sniff them out. It was smoked salmon sherbet and lavender flower ice cream both created by Gourmandises de la Charlotte that led Monfjgr to entrust them with his truffle idea. Guy Monier, owner of the Maison de la Truffe House of Truffles is putting the expensive fungi into what is probably the world's most expensive ice cream. "Well, sherbet really," said Monier. "It's designed to be eaten in mid-meal, perhaps just after the pate de foie gras. It's sharp, not sweet, cleans the palate and rests the digestion just like a 'Trou That's a "Norman Hole," a sherbet based on Normandy Calvados applejack. Monier presents the truffle sherbet in a long-stemmed tulip-shaped champagne glass.
