Kathy Wilson, a Republican who is chairwoman of the National Women's Political Caucus, noted her group disagrees with Heckler's anti-abortion views, but called the appointment a good sign. Heckler, dean of the women in Congress until her defeat, is an attorney from Wellesley, Mass. She lost to Rep. Barney Frank, D-Mass an incumbent, when they were thrown together by redistricing. She is the mother of three grown children and a Roman Catholic who strongly opposes public financing of abortions. She has ties to the women's movement, however, by her support for the Equal Rights Amendment and stands on other social issues.

IN CONGRESS, she was ranking Republican on the Joint Economic Committee and the Veterans' Affairs Committee. Among bills she has said she was proud of sponsoring were one requiring the Veterans Administration to establish centers on aging in 15 VA hospitals and another giving women the right to have credit in their own names. Heckler worked on issues more often identified with Democrats, recently getting a 67 percent rating from the liberal Americans for Democratic Action for her votes against draft registration, cuts in Social Security, the MX missile and a cap on food stamps. Known for her confidence and ambition, Heckler is effective on television. Columnist Jack Anderson once dubbed her "Margaret 'I'd walk-a-mile-for-a-camera' Heckler." Helene Von Damm, White House personnel director, said her office was in contact with about 50 Republicans who 'lost their seats in Congress in November "to explore possibilities" of hiring them for federal jobs. She said "a good dozen" were interested, "but when it came close to making a decision," many decided to take jobs with private companies.

"A lot depends on what they are offered." Former Rep. Thomas Evans of Delaware was among those for whom the White House had a job, but he chose instead to return to private life, Von Damm said. She said the job-seekers must go through security clearances, which can delay hiring for weeks. Former Rep. Millicent Fenwick of New Jersey, defeated in her bid for the Senate, is being considered for a government post, possibly as an ambassa-dpvaides said.

Former Rep. Eugene Atkinson of Pennsylvania, who lost his race after switching from Democrat to Republican, is being considered as a Commerce Department consultant, Other Republicans the administration may hire include former Reps.
