Williams' legislative program received another setback Tuesday when the House Judiciary Committee virtually scrapped his major revisions of unemployment compensation. The committee reported the Hutchinson-Bannasch bill, which increases benefits from the present $20 to S24 weekly without extending the duration. THE WILLIAMS program called for $30 weekly for 36 weeks plus $3 weekly up to four dependents instead of the present $2. The most important liberali-, ration of the present law was the elimination of a section dealing with the eligibility of workers who quit their jobs voluntarily. In the present law they are disqualified.

Elimination of the section would leave certain administrative discretion in dealing with such cases. THE NEW DKAFT excludes from coverage students in train-ing-on-the-job programs. It incorporates another bill to dispense with the waiting period when veterans shift from GI unemployment compensation to state payments. The fight of seamen for unemployment coverage during weeks of idleness was lost in the committee draft. They are at present regarded as seasonable workers and not entitled to benefits when the winter tie- l.pps come.

The committee report sets up July 3 as the date for the determination of merit ratings without changing the basic period as proposed in Gov. Williams' draft. Obituaries AEGIDIUS MAISEL The father of the Rev. Edward S. Maisel, pastor of St.

Casimer's Church, 'Mr. Maisel, 89, died Tuesday at rectory, 3381 Twenty-third. He was a member of many Polish organizations, the Maccabees and the International Moulders Foundry Workers (AFL). Services will be at 10:30 a. m.

SIRS. GRACE SIMMONS Formerly of Dearborn, Mrs. Simmons, 42, died Tuesday in Corpus Cristi, Tex. The family moved there four months ago. She had lived in Dearborn 13 years.
