Just how is this accomplished? Those who are familiar with the discredited ward plan finalshelved by Detroit voters know that it is done by "taking care" of precinct leaders who bring out the vote on election day. By Len G. Shaw It being the obvious mission of "King Kong' to supply the utmost in startling illusion through unusual employment of camera wizardry, by the time you have watched an encounter of white adventures with a lumbering brontosaurus as big as a house, have seen a giant pterodactyl sail off into space with the helpless heroine clutched in its massive talons, and have shuddered at the duel to death between an ape as tall as the trees through which he carries A captive maiden and an equally gigantic tyrannosaurus, you will agree that this is quite the thrillingest thriller to come out of Hollywood. But all else pales into insignificance when this mastadonic simian, having had Fay Wray, who is the sole woman in a motion picture expedition to an uncharted island in the East Indies, turned over to him as a peace offering by terrified natives, is finally captured after the wildest chase imaginable, and brought to America for exhibition purposes. It is the sight once more of his human inamorata that causes Kong to burst his bonds, spread death and ruin as he runs amuck in the streets. kidnaps the girl from a hotel room, and climaxes this orgy of horrors by clambering up the side of the Empire State building, with her held as a toy in his massive paw.

At the topmost point he meets death from a machine gun barrage as planes swoop by, while the heroine clings to a narrow ledge awaiting the arrival of her intrepid lover and the happiness ever after stage. Trickery? Nothing else, of course. But it is so ingenious, and on such a stupendous scale as the studios seldom it ever before yielded. It doesn't matter how the "shots" were made. You will be too busy wondering what is to happen next Wray, whether she will survive it all, and whether she will eventually run out of shrieks, to puzzle over anything else.

What the Radio Offers Oil Firm Head Airs Grievance Austin Sees Official Discrimination Charges of improper conduct were made against officials of the Department of Buildings and Safety Engineering Friday at a meeting of the Common Council by Charles E. A direct attack on H.

H. Mills, chief safety engineer, was made by B. J. Tague, 2205 Fullerton who installed some equipment at Austin's storage tank, 4039 W. Jefferson Ave.

"Mr. Mills told me," asserted Mr. Tague, "that he was going to run Austin out of business." Mr. Mills entered a denial. Mr.

Austin stated that P. Wolff, commissioner of department, had approved plans for his large storage tank and after it was completed objected to its use. Mr. Wolff declared the charge false. He declared that a permit for a tank of 3,800,000 gallons, 30 feet high, had been approved, but that Mr.

Austin proceeded to a tank 40 feet high with 5,400,000 gallons capacity. "His safety dikes are insufficient protection tr case of emergency," Mr. Wolff asserted. Mr. Austin produced a score of photographs to show that other companies have small dikes or none whatever around small storage tanks- scattered through the city.

Mr. Wolff was requested to make reports on what action has been taken against other concerns. p. a. 01.. m. FOX "SAILOR'S LUCK." an hilarious comedy with romance, written for the screen by Marguerite Roberts and Charlotte Miller.

Directed by Raoul Walsh. Produced by Fox By Ella H. McCormick What "The Cock-Eyed World" was to the Marines, "Sailor's Luck" may be said to be to the Navy as far as its broad humor and boisterous comedy goes, although it is not as funny as its forerunner. After three pals, Jimmy, Benny and Bilge, land in 'Frisco from one of Uncle Sam's big gunboats, the land going rides from billows to rough seas. Jimmy picks up 8 pretty girl evicted from her room for non-payment of rent.

When sailor starts back to his ship to get his belongings for an expected month's shore leave he has installed Sally in a small apartment with the promise of imminent wedding bells ringing. But the ship is ordered elsewhere and Sally waits in tears for her gob. When he does get back he reason to believe his girl been has playing him for worse, and all his Irish temper flares. The satisfactory end to the romance is found in a dance marathon hall, the promoter of which had Sally in his clutches until her sailor and his pals, and the rest of the Pacific fleet, sail in and wreck the dance hall and its owners. Sally Eilers and James Dunn are popular with filmgoers as a team, and while the current vehicle is not as good stuff for them as it might be they do the best possible with the rough-house romance.

Victor Jory is one of those villains who will draw hisses. Sammy Cohen and Frank Moran, have to labor pretty hard laughs. Will Stanton, veteran vaudevillian, is a comical Leon Errol sort of a souse who is teamed up with Esther Muir a8 a fake palmist. Through the somewhat coarse fiber of the doings pleasantly shines Mr. Dunn's infectious smile.

FISHER LADY'S PROFESSION." farcienl comedy, adapted to the screen by Waiter DeLeon and Malcolm Stuart Boylan from story by Nina Wilcox Putnam, Directed by Norman McLeod. Produced by Paramount. When two such smooth Alison Skipworth and Roland Young are about, dialog means something and acting weaves an artfully laid net into which an audience walks with glee. They are a pair of British aristocrats, sister and brother, who journey to America in search of means to inflate the flattened family income, and take with them Cicely, niece and daughter of her elders. Lord Reginald precedes Lady Beulah, and when the latter and Cicely reach New York Reggie is running a quaint speakeasy in a stable, with his faithful horse, Wellington, who is always putting his forefeet into sc mebody's hat, for solace, and once Tony over (Roscoe to the Karns) customers to give at the gate before admittance.

Lady Beulah has a sense of humor, even if it is British, and A keen brain, and it does not take her long to master the American idiom and to beat the booze racketeers into a corner. When "Little Twicket on Topping," Reggie's cute "Boots and Saddles." under Lady for becomes B's energetic hand, the place is sought out by the swells of the town. Cicely has a romance with a parvenue millionaire's young son (nice lad, Kent Taylor) and they elope the night the club is raided. what has been nut surrentitiously into the ginger ale bottles being tipped off by the defeated bootleggers.
