Concerned Citizens for the Arts in Michigan has announced the recipients of the 10th annual Governor's Arts Awards, which will be given out Nov. 17 at the Detroit Institute of Arts. Recipients include Marcus Belgrave of Detroit, Joyce Leslie of Cheboygan, Roger Jacobi of Fife Lake, Janet Martineau of Saginaw, the Arts Council of Greater Lansing, the Arts Foundation of Michigan, the Detroit Institute of Arts and the Chrysler Corporation Fund.

Cholera, a severe form of bacterial dysentery, flourishes in regions where water is dirty, sanitation is poor and poverty is common. To some degree, those conditions exist in Russia, and the infectious diseases often associated with poverty, overcrowding and poor sanitation diphtheria, tuberculosis, cholera, typhoid have risen alarmingly in Russia.

Diphtheria cases in St. Petersburg jumped from 12 to 845 between 1990 and 1992. Last year the number had more than doubled. Medical officials fear that substandard wastewater treatment and poor-quality drinking water will contribute to the spread of cholera in places like Moscow, where enormous numbers of iinmigrants from across the former Soviet Union arrive every week. he axe has fallen again at WXYT-AM (1270), this time on conservative talk host Tommy Mclntyre.

Starting on Monday, the political pendulum swings to the left on the 6-9 p.m. slot with nationally syndicated host Tom Leykis, who distinguished himself by broadcasting live from O.J. Mclntyre, 58, says the parting with WXYT was amicable although he feels the Leykis promo saying he is "living proof that you don't have to be a right wing wacko or convicted felon to host a show on WXYT" lacks class.

Mclntyre, who says finances aren't a problem because his wife Sherrey earns more than he did, says he's looking to buy his own radio station. With the continuation of "First News at Four" with Sherry Margolis and Catherine Leahan, WJBK will be airing 2Vt hours of early evening newscasts, p.m. Warren Pierce, the former WJR radio personality who has made a smooth transition to TV as anchor of TV2's "Eyewitness Weekend," is replacing Hodak as coanchor of "Eyewitness Morning" with Jennifer Howe, 7-9 a.m. weekdays.

Pierce's replacement on "Eyewitness Weekend," 8-9 a.m. Saturday and Sunday, will be named shortly. Once WJBK joins Fox, "Eyewitness Morning" will expand by an hour and air a.m. weekdays. That means Pierce and Howe will be the city's No.
