Brezhnev told delegates to the 23rd Soviet Party Congress that the government would reduce retail prices, increase pensions, provide better educational and school services and more recreational and cultural programs. He outlined a new five-year plan for economic, social and cultural development. FOR WORKERS, the amount of time on the job will remain the same, 41 hours, but the work week will be reduced from sLx days to five.

The long-standing plans to abolish the present graduated income tax which now reaches a maximum of 13 percent will be speeded up, Brezhnev said. He did not say whether the current indirect tax on purchases, including food, would be increased. This is the chief source of government income. He announced a minimum wage of 60 rubles ($66) per month, even for farmers, and said the farmers would be paid in money instead of produce as in the past. Troubles In farming "began to impede noticeably our forward movement, had a nega tive effect on the rates of growth of the light and food industries, and did not permit us to accomplish in full the planned measures in raising the living standards of the people," Brezhnev said.

To alleviate these woes, he offered a package including higher prices for produce in the government-controlled markets, more fertilizer and machinery, more consumer goods and housing for farmers, and pensions for peasants. Haefler was surrendered by his attorney, and the manslaughter warrant against him was rec ommended by Miller. POLICE SAID that Pace has been involved in three prior accidents, all within a two-month period in 1963.

On Oct. 7 he was in a three-car, one-injury crash. He was in a one-car, one-injury accident on Oct. 21 and a two-car accident in which no one was hurt on Dec 2. record, police said, shows 20 driving convictions since 1964.

City Alters Guide For Property Tax Common Council Tuesday revised the tax schedule by whicn Detroiters who pay taxes on personal property estimate depreciation.

The action means taxpayers will have to pay some $5 million more than they expected this year. By a vote of 7-2, with Council men Mary V. Beck and Philip J. Van Antwerp dissenting, the Council adopted the so-called straight line depreciation schedule, which depreciates property at a fixed percentage annually. However, some 22,000 taxpayers already have computed their taxes under the accelerated depreciation, which provides for a large writeoff In the first years and tapering depreciation thereafter.

The State Senate last Wednesday gave Detroit the option to change to the straight line depreciation and Council did so because it will mean $5 million more in tax revenue. Miss Beck said the Council's action amounted to "changing the rules when the game is over." Taxpayer appeals will be heard only at 10:45 a.m. Friday when the Council holds a Board of Review. Council Ashed To OK Bonds For Port Deal The would-be buyers of the Detroit Harbor Tenninals asked Common Council Tuesday to approve a 59 million bond issue for the port facility's purchase and renovation.

The bonds would be issued by the Detroit Port Development a non-profit corporation. Under an Internal Revenue Service Ruling, the council must consent to issuance of the bonds, or the deal will fall through. The bonds would be paid off by port rentals from the Jefferson Seaway headed by Chicago beverage distributor Frank Scoby. Under the proposed agreement, the five-berth port at the foot of Clark Street, would revert to the City In 30 years. Ralph J.
