That was done by calling uncompleted contracts budgeted expenditures1 instead of encumbrances on funds. A member of the Board of Directors of the Seattle and Tacoma Ice Company, he had a lemon ranch in Hope Ranch and was a post member of the Board of Trustees of Hope Ranch. He also was a past member of the Santa Barbara Yacht Club and member of the Magnola Lodge Ho.

Forest resided at 5750 Via Real and was bora to Spokane, Washington ou November 11, 1906. Became to the Santo Barbara area in 1960. He was a former apartment manager for executive suites in Los Angeles and was a member of the Elks Lodge. He is survived by a daughter, Linda F. Clark of Palmdale.
