power to levy taxes and to author ize the spending of money The President of the United States the governors the 48 states and the mayors of our 261 cities having more than 30000 population each alike ing 6658 are members of lower houses of the state legislatures 1 In 1922 these 7414 men and wo men authorized the spending of 1 2S0 000000 our years previously or In 1918 they spent but 566000 000 or less than half of the sum spent in 1922 Within that period of time they raised state expendi tures by about 125 per cent ac cording to official returns of the census bureau from which the fore going figures are obtained They spent in 1922 an average of more than 172000 apiece in 1918 the average was less than 77000 apiece The figures Include fixed charges as well as expenditures for ordinary and extraordinary gov ernmental undertakings Big City Expenditures 'Cities of more than 30000 popu lation eacfy spent in 1922 the cen sus bureau asserts more than 2 222000000 The population of the 2tl cities covered was about 38700000 The cost of city gov ernment was 5738 that year for every man woman and child ot city population In 1918 four years Previous the per capita cost was about 37 The increase in per capita cost was about 60 per cent in the four years in the actual amount spent however the total for 1922 was almost double the total for 191g No official record Has hon mud of the
