commissioner of education, died Monday of cancer. He was nominated U.S. commissioner of education by President Richard Nixon in 1970. He became the nation's first secretary for education in the Department of Health, Education and Welfare in 1972. Viktor V.

Grishin Moscow party leader Moscow Viktor V. Gri- shin, who headed the Communist Party here for nearly two decades, died of a heart attack Monday at a welfare office where he had gone to register for an increase in his pension. He was 77. Mr. Grishin was effectively mayor of Moscow from 1967 until 1985, when Mikhail Gorbachev removed him as head of the municipal party organization.

He graduated from Bass High School in Atlanta. He passed his bar exam in 1957. He graduated from Emory University School of Law in 1958. He has practiced law in Douglas County since 1964. He was a member of the First United Methodist Church where he taught the Crusaders Sunday School Class since 1964.

He is survived by brothers, Lawrence F. Moore and Robert C. Moore, both of Knoxville, TN; several nieces and nephews. Mr. Moore was an Officer with the Atlanta Milling Company and was an Elder at North Avenue Presbyterian Church where he taught the United Bible Class for 25 years.
