Molotov, agreed that a commission of deputies'. should meet in London Jan. 14 to- start hearing small nation views on a German peace settlement. Secretary of State James F. Byrnes had insisted on a hearing for the small countries prior to the convening of the Big Four peace conference on Germany, to be held in Moscow on March 10.

NEW YORK (P) Russia was reported authoritatively to have rejected completely an attempt to untangle by compromise the snarled world-troop-census and arms-reduction questiosn. AN INFORMANT who would not permit identification-said that Andrei Y. Vishinsky, Russian deputy foreign minister, told a secret meeting of a drafting committee on disarming that his delegation could not accept the compromise offered earlier Wednesday by Paul-Henri Spaak of Belgium, president of the Assembly. Disarmament and troop census thus were completely bogged down.

Spaak frankly told the disarmament subcommittee that his compromise proposal had not been accepted. He did not name the nation which rejected it but it was REPARATIONS: From Italy A total of of which $125,000,000 will go to Yugoslavia. $105,000,000 to Greece. $100,000,000 to Russia. $25,000,000 to Ethopia, and to Albania.

In their busiest session to date, the Big Four also decided these other important points in connection with the German and Austrian treaties: 1 Laid down a six-point agenda for the Moscow Foreign Ministers meeting on the German settlement including a provision with the agreement of Molotov for consideration of Byrnes' proposal for a 40-year allied pact to keep Germany disarmed. 2 Decided that a commission of Big Four deputies should be named on the Austrian as well as the German settlement and that if any small nations wanted to be heard on Austria prior to the Moscow meeting this commission could hear them. It will also meet in London. Yugoslavia has already asked to file its views on Austria. 3 Planned to wind up their peace-making sessions here with a final meeting beginning Thursday.

Molotov and others are planning to sail Saturday for Europe on the Liner Queen Elizabeth. 4 Agreed without putting it on the formal Moscow agenda that Byrnes' proposal to limit the size of occupation forces in Europe would be discussed at the Russian capital.
