Delegates to the seventh conference of 100 non-aligned countries warmly applauded Castro's 2 '2 -hour speech. Castro then turned over the chairmanship of the meeting to India's Prime Minister Indira Gandhi.

Dearborn Hts. pupil move vetoed By RUTH SEYMOUR Free Press Staff Writer Residents of the North Dearborn Heights School District rejected annexation by the Crestwood School District by a 2-1 margin Monday. In other school elections, voters in Trenton, Grosse Pointe and Clawson approved millage renewals. The North Dearborn Heights vote ended controversy over the proposed annexation, which a study committee of residents, students, administrators and teachers from both districts recommended to both school boards in 1978. OPPONENTS called the proposal a "takeover" of North Dearborn Heights schools and the surrender of local parental control to an outside district.

North Dearborn Heights teachers had been among the more vocal opposition; they were particularly worried they would suffer pay cuts. North Dearborn Heights pays teachers $17,468 to $35,410 per year; Crestwood pays $12,636 to $29,000. Supporters including state school superintendent Phillip Runkel said the merger would reduce educational costs and provide more programs. North Dearborn Heights operates one high school and two elementary schools. Crestwood operates three schools, elementary, middle and high.

In local school millage elections: A Trenton Public Schools 10-year, eight-mill tax renewal passed, Clawson voters approved a three-year 27.47 mills renewal, 854-337. Grosse Pointers approved a three-year, 25.35 mills renewal, 3,909 to 3,692, and a 1.3-mills proposal for public libraries, 11:55 A.M. 11:25 A.M. 11:45 A.M. 10:10 A.M.

A STEADY DECLINE in subscribers and an inability to negotiate for more leased air-time from Channel 20 were the main reasons ON-TV gave for ending its Detroit operations. Competition from cable and two other pay services MORE-TV and It-WIHT-TV in Ann Arbor apparently also hurt ON.

ON-TV officials confirmed last week that the company's sales staff had been laid off. A spokesman said ON subscribers had fallen from 68,000 to about 42,000 in about a year. The company said last week it would not air any Detroit Tigers home baseball games this year. Last year, ON paid $250,000 to carry 20 Tigers games. Most Tigers night games begin at 7:30 p.m., and ON-TV, which does not come on the air until 8 p.m.
